1 HOUSE RESOLUTION
2 WHEREAS, The Illinois House of Representatives finds that
3 the State of Illinois should develop an energy policy that
4 provides its citizens with clean, safe, reliable and
5 affordable energy, and that the energy policy should reflect
6 a long-term perspective; and
7 WHEREAS, The Illinois House of Representatives finds that
8 Illinois' energy policy should be balanced in relying on both
9 energy efficiency and electricity generating plants, and it
10 should also include robust development of clean renewable
11 energy resources; and
12 WHEREAS, The Illinois House of Representatives finds that
13 energy efficiency programs and projects can avoid pollution
14 resulting from the generation of electricity, save business,
15 residential and public agency consumers money on their
16 utility bills, avoid the need for some new generating plants,
17 create jobs in Illinois, and improve reliability; and
18 WHEREAS, The Illinois House of Representatives finds that
19 the development of renewable energy resources provides clean
20 power, spurs economic development, diversifies the State's
21 energy supply portfolio, and should be a significant part of
22 Illinois' energy portfolio and policy; therefore, be it
23 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
24 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
25 the House Environment and Energy Committee shall establish a
26 special Subcommittee on Energy Efficiency and Renewable
27 Energy Resources Development to examine and assess
28 legislation, programs, and policies for increasing energy
29 efficiency and developing clean renewable energy resources in
30 Illinois; and be it further
31 RESOLVED, That the Subcommittee shall give particular

1 attention to increasing energy efficiency in all of the
2 State's buildings and facilities, and in buildings and
3 facilities of other governmental units; and be it further
4 RESOLVED, That the Subcommittee shall give particular
5 attention to the enactment of a renewable portfolio standard
6 that would require significant purchases or generation of
7 renewable energy resources by each and every electric utility
8 and alternative retail electric supplier providing
9 electricity services in Illinois; and be it further
10 RESOLVED, That the Subcommittee shall give particular
11 attention to the State purchasing power generated by
12 renewable energy resources as a significant percentage of its
13 electricity needs for public buildings and other facilities;
14 and be it further
15 RESOLVED, That the Subcommittee shall hold public
16 hearings to solicit public opinions and draw upon the
17 knowledge of experts, and that the Subcommittee may call upon
18 all State agencies for assistance; and be it further
19 RESOLVED, That the Subcommittee shall complete its
20 examination and assessment of legislation programs and
21 policies, and submit a report to the members of the Illinois
22 House of Representatives by January 1, 2002.
