1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are pleased to recognize milestone events in
4 the history of organizations in the State of Illinois; and
5 WHEREAS, It has come to our attention that the DuPage
6 Homeownership Center is celebrating its 10th anniversary of
7 service; and
8 WHEREAS, The DuPage Homeownership Center is a non-profit
9 housing counseling agency created in 1991 as a result of a
10 DuPage County Affordable Housing Task Force Report; it serves
11 the needs of first-time home buyers who are experiencing
12 difficulty entering the DuPage housing market; and
13 WHEREAS, The DuPage Homeownership Center's mission is to
14 increase opportunities for first-time home buyers in DuPage
15 County, as well as preserve homeownership, through education,
16 counseling, outreach and special assistance programs,
17 especially for low-income, minority and single parent
18 households; and
19 WHEREAS, The DuPage Homeownership Center is a
20 public/private partnership that is supported in part by
21 annual membership dues from over 40 area lenders,
22 corporations, and social service agencies, and the Realtor
23 Association of the Western Suburbs; in addition, they receive
24 major funding from the United States Department of Housing
25 and Urban Development, the Grand Victoria Foundation and
26 DuPage County; and
27 WHEREAS, The extensive list of accomplishments of the
28 DuPage Homeownership Center include, providing free
29 prepurchase home buyer education and counseling since 1991;
30 establishing a special mortgage program, The DuPage Homestead
31 Program, for low-income first-time home buyers in 1992 and

1 holding the first free Home Buyer's Fair; in 1994, they began
2 offering free default counseling to DuPage County homeowners
3 in financial crisis and received certification as a housing
4 counseling agency from the United States Department of
5 Housing and Urban Development; and
6 WHEREAS, To date, the DuPage Homeownership Center has
7 helped 695 families purchase homes, including 212 low-income
8 families through the DuPage Homestead Program; in addition,
9 they have helped 260 families prevent foreclosure; as a
10 result of these accomplishments, they have received local,
11 State, and national recognition, including the 1993 Partners
12 in Housing Award from the National Association of Realtors
13 and Fannie Mae, the 1995 Affordable Housing Award from the
14 Mortgage Bankers Association of America, being profiled in
15 President Clinton's 1995 National Homeownership Strategy,
16 being profiled in the Department of Housing and Urban
17 Development's 1996 "Best Practices in Affordable Housing
18 Lending", a 1997 Hope for People Award from Hope Fair Housing
19 Center for work on fair housing issues in DuPage County, a
20 1999 award from the DuPage County Self-Sufficiency Program,
21 and recognition from former Illinois Governor Jim Edgar;
22 therefore be it
23 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
24 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
25 we congratulate the DuPage County Homeownership Center on the
26 celebration of its 10th anniversary of service to first-time
27 home buyers in DuPage County; and be it further
28 RESOLVED, That a suitable copy of this resolution be
29 presented to the DuPage Homeownership Center as an expression
30 of our esteem.
