1 HOUSE RESOLUTION
2 WHEREAS, Illinois has the 4th largest concentration of
3 technology workers in the nation; and
4 WHEREAS, Illinois colleges and universities have
5 dramatically increased the number of information technology
6 programs and information technology graduates from these
7 programs over the past five years; and
8 WHEREAS, Illinois ranks 2nd nationally behind California
9 for the number of top-ranked engineering and business
10 graduate programs in our universities; and
11 WHEREAS, The Illinois Board of Higher Education, through
12 "The Illinois Commitment", has asked Illinois colleges and
13 universities to help Illinois business and industry sustain
14 strong economic growth; and
15 WHEREAS, Illinois produces nearly 4,500 engineering
16 graduates per year, compared to the United States average of
17 2,000; and
18 WHEREAS, Illinois ranks 11th nationally in the ratio of
19 technology companies per capita, with 3.6 businesses per
20 1,000 capita; and
21 WHEREAS, Research and innovations conducted at
22 Illinois-based universities and colleges are a primary
23 creator of new technologies and the birthplace of new,
24 fast-growing technology-based companies; and
25 WHEREAS, Illinois research universities play a key role
26 in the development of Illinois' economy; and
27 WHEREAS, Universities that do technology transfer well
28 have adopted plans and programs to encourage this transfer;
29 therefore, be it

1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3 each Illinois research college and university develop a plan
4 that demonstrates the effective transfer of technology from
5 the university to the private sector and submit the plan to
6 the Board of Higher Education, the Department of Commerce and
7 Community Affairs, and the Illinois General Assembly prior to
8 May 1, 2002; and be it further
9 RESOLVED, That these institutions submit a report to the
10 Illinois Board of Higher Education and the Illinois
11 Department of Commerce and Community Affairs, prior to May 1,
12 2002, on the number of patents recorded, new licenses and
13 registrations of commercial technologies attained, the number
14 of start-up companies formed, and the number of companies
15 involved in research part incubators; and be it further
16 RESOLVED, That a suitable copy of this resolution be
17 delivered to the Illinois Department of Commerce and
18 Community Affairs and the Illinois Board of Higher Education.
