1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are pleased to recognize milestone events in
4 the lives of the citizens of the State of Illinois; and
5 WHEREAS, It has come to our attention that Patsy Schwarm
6 is retiring from her duties as the Assistant Superintendent
7 of Instruction for the Highland Community Unit School
8 District #5 in Highland, Illinois at the end of the 2001
9 school year; and
10 WHEREAS, Patsy Schwarm was raised on a farm in Loogootee,
11 Illinois, established by her great-grandfather in the 1840's;
12 during her youth, she was involved in many leadership
13 activities through her school, church, and the 4-H club in
14 which she served as president of both the agriculture and
15 home economics clubs as well as president of the county 4-H
16 federation; and
17 WHEREAS, Patsy Schwarm earned her bachelor's in
18 mathematics with a minor in instructional materials, and her
19 master's degree in Educational Administration from Southern
20 Illinois University; and
21 WHEREAS, Patsy Schwarm began her teaching career in 1968
22 as a math teacher and librarian at Highland Junior High
23 School; in 1977, she started her work as a school
24 administrator serving as assistant principal in grades four
25 through eight at Highland Junior High School, and continued
26 working as a part-time junior high school high math and study
27 skill teacher; in addition she served as principal for grades
28 four through six and as assistant principal for grades seven
29 and eight at Highland Junior High School; in 1984, she was
30 named administrative assistant to the superintendent, where
31 she has remained; and

1 WHEREAS, During her tenure as Assistant Superintendent of
2 Instruction at Highland Community School District #5, Patsy
3 Schwarm has improved curriculum, created and presented
4 countless workshops institutes, established the new
5 teacher-mentor program, and was in charge of the writing and
6 receiving of grants that have paid for a multitude of
7 educational need in Highland Community School District #5; in
8 addition she assisted in the re-modeling of Highland High
9 School, the new Highland Middle School building, and the
10 preparation of the annual Recognition Banquet since its
11 inception several years ago; and
12 WHEREAS, Patsy Schwarm has served in many leadership
13 roles including as local President of the IASCD, chairperson
14 of the Madison County Curriculum Council, and as an officer
15 of the Madison County Region II Special Education Cooperative
16 Governing Board for the past ten years; she has also served
17 as a workshop presenter at Southern Illinois University, the
18 Illinois Reading Recovery Conference, at several ESC
19 regional institutes, and the ISBE committee; she also
20 developed a document concerning the Quality Review process
21 that has been sent to districts throughout the State for use
22 and review; and
23 WHEREAS, In addition to her duties for Highland Unit
24 School District #5, Patsy Schwarm has been involved for many
25 years with youth programs in her community including serving
26 on a Drug and Alcohol Task Force, as member and liaison on
27 the board of Greater Highland Area for Youth, and as member
28 on the executive board of the Madison County Fair, where she
29 serves as co-superintendent of the education department; she
30 has also presented programs at various community
31 organizations and helped coordinate a school and volunteer
32 project to build a playground in Highland, and has
33 established a plan for improving the Junior Achievement

1 programs in the Highland schools; she also served on the
2 executive board and as secretary of the Business/Education
3 Alliance to establish a parenting program for workers in area
4 businesses over their lunch hours; and
5 WHEREAS, Patsy Schwarm also serves on committees at her
6 church where she has sponsored a weekly program called "Glad
7 Rap" where high school age students could come and enjoy the
8 church recreation room and get help with their homework; in
9 her spare time, she enjoys spending time with her friends and
10 family, reading, cooking, and visiting her Angus heifer on
11 the family farm in Loogootee; and
12 WHEREAS, Patsy Schwarm has shown extraordinary love for
13 her students and has served as a mentor and friend to the
14 faculty and staff at Highland Community Unit School District
15 #5; her leadership and guidance will be missed by all;
16 therefore, be it
17 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19 we congratulate Patsy Schwarm on her retirement as Assistant
20 Superintendent of Instruction at Highland Community Unit
21 School District #5 in Highland, Illinois, and we wish her
22 well in all of her future endeavors; and be it further
23 RESOLVED, That a suitable copy of this resolution be
24 presented to Patsy Schwarm as an expression of our esteem.
