1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives wish to express their sincere condolences to
4 the family and friends of Howard "Pat" Patterson, who passed
5 away on May 5, 2001; and
6 WHEREAS, Howard Patterson became the first
7 African-American police chief for the village of Dolton,
8 Illinois; he was appointed by Mayor William Shaw on April 15,
9 1997 as police chief of a department with few minorities; and
10 WHEREAS, Under Howard Patterson's leadership, gang
11 activity and crime dropped as a result of the policies he put
12 in place; he respected the citizens, but at the same time
13 enforced the law; and
14 WHEREAS, Howard Patterson served a thirty-three year
15 career with the Chicago Police Department where his duties
16 included working the security detail for former heavy-weight
17 boxing champion Muhammed Ali from 1974 to 1982; in addition
18 he served as chief of security for Shirley Chislom during her
19 Presidential campaign, and served on the security detail for
20 the Democratic National Convention held in Chicago; and
21 WHEREAS, Howard Patterson held a policing philosophy that
22 was simple, "Treat others like you want to be treated, with
23 respect"; his attitude stemmed from experiences in his youth
24 in which he often witnessed minorities being treated unfairly
25 by city of Chicago workers; and
26 WHEREAS, Howard Patterson expressed an interest in golf
27 and carried a brand new set of clubs in his trunk, but he
28 never played the game; and
29 WHEREAS, The passing of Howard Patterson will be deeply
30 felt by all who knew and loved him, especially his wife,
31 Maude; his daughter, Angela; his brother, Roosevelt; and

1 several other family members and friends; therefore, be it
2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4 we mourn, along with all who new him, the death of Dolton
5 Police Chief Howard "Pat" Patterson; and be it further
6 RESOLVED, That a suitable copy of this resolution be
7 presented to the family of Howard "Pat" Patterson with our
8 sincere condolences.
