1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are pleased to recognize milestone events in
4 the lives of the citizens of the State of Illinois; and
5 WHEREAS, It has come to our attention that Louise Holland
6 has retired from her duties as Winnetka's village president;
7 and
8 WHEREAS, Louise Holland first served on the Zoning Board
9 of Appeals in 1982; she was elected as a trustee in 1992 and
10 held that position until she became president in 1997; and
11 WHEREAS, Louise Holland earned the nickname "Landslide
12 Louise" after winning the nomination for village trustee by a
13 handful of votes at a contest at the Caucus Town Meeting in
14 1992; and
15 WHEREAS, Louise Holland dealt with issues concerning
16 infrastructure and municipal services during her tenure as
17 village president; major capital projects initiated during
18 her tenure included repairing streets, sewers, and bridges,
19 burying electric lines, rebuilding the public safety
20 building, and the start of the project to replace the Village
21 Yards public works garages; all of the work completed was
22 done under the restraints of property tax caps; and
23 WHEREAS, Louise Holland has helped bring retail
24 businesses into the village of Winnetka which generates more
25 than $1,000,000 in sales tax revenue a year for the village;
26 and
27 WHEREAS, Louise Holland has also made environmental
28 improvements in how the village provides power on the Village
29 Green; and,
30 WHEREAS, Louis Holland has enjoyed her tenure as village

1 president; she has helped the Village of Winnetka achieve
2 "progress without change" by sticking to the "Winnetka Way"
3 theory established by her colleagues; and
4 WHEREAS, In addition to her duties as village president,
5 Louis Holland was an active member in the Northwest Municipal
6 Conference, where her she served as Director of the Northwest
7 Municipal Conference Executive Board from 1998 through 2001,
8 as co-chair of the Legislative Committee from 1998 through
9 2000, as member of the Non-Home Rule Committee from 1997
10 through 2001, and a member of the E-Commerce Task Force from
11 2000 through 2001; and
12 WHEREAS, Louise Holland will enjoy her retirement with
13 her two children and her three dogs; in addition she will
14 spend more time in the family business of shopping mall
15 management; therefore, be it
16 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18 we congratulate Louis Holland on her retirement from her
19 duties as village president for the community of Winnetka,
20 Illinois and we wish her well in all of her future endeavors;
21 and be it further
22 RESOLVED, That a suitable copy of this resolution be
23 presented to Louise Holland as an expression of our esteem.
