HOUSE RESOLUTION
WHEREAS, Child support collection, disbursement, and
enforcement duties were transferred to the Department of
Public Aid, and in October 1999 the State Disbursement Unit
assumed disbursement duties; and
WHEREAS, Due to the lack of an independent centralized
agency whose sole purpose is the establishment, enforcement,
and disbursement of child support in a timely and efficient
manner, numerous complaints and problems have arisen
regarding the timeliness and accuracy of collections and
disbursements; and
WHEREAS, Child support is a necessary component in the
finances of a rising number of households in the State of
Illinois, and the lack of support forces custodial parents to
apply for or remain on public assistance; and
WHEREAS, Child support requires the complete attention
and focus of the agency charged with child support
establishment, collection, disbursement, and enforcement,
because the Department of Public Aid is also responsible for
programs including KidCare and Medicaid; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
the House Task Force on Child Support Collection and

each by the Speaker of the House of Representatives and the
Minority Leader of the House of Representatives; and be it
further
RESOLVED, That the task force shall explore, via hearings
any other reasonable methods conducted during the summer of
2001, the possibility of creating an independent agency for
the collection and enforcement of child support that can
