1 HOUSE RESOLUTION
2 WHEREAS, It is the policy of the State of Illinois to
3 promote peace and friendship with African nations; and
4 WHEREAS, The General Assembly wishes to promote service
5 in African nations by men and women of this State qualified
6 for service abroad and willing to serve under conditions of
7 hardship if necessary; and
8 WHEREAS, The General Assembly wishes to help the peoples
9 of African nations in meeting their needs for trained
10 manpower, particularly in meeting the basic needs of those
11 living in the poorest areas of those countries; and
12 WHEREAS, Women in developing countries play a significant
13 role in economic production, family support, and the overall
14 development process; and
15 WHEREAS, Ninety-five percent of the disabled people in
16 the world are among the poorest of the poor; and
17 WHEREAS, Urban inner city schools have a demonstrated
18 need for qualified personnel and role models for
19 African-American youth; and
20 WHEREAS, The General Assembly wishes to promote a better
21 understanding of the citizens of this State on the part of
22 the peoples of African nations and a better understanding of
23 other peoples on the part of the citizens of this State;
24 therefore, be it
25 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
26 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
27 there is created the Illinois Africa-America Peace Brigade
28 Advisory Committee consisting of 2 members of the general
29 public appointed by the Governor, 2 members of the House
30 appointed by the Speaker of the House, and 2 members of the

1 House appointed by the Minority Leader of the House, all of
2 whom shall serve without compensation but shall be reimbursed
3 for their reasonable and necessary expenses from funds
4 appropriated for that purpose; and be it further
5 RESOLVED, That the Committee shall evaluate the
6 possibilities for establishing an Illinois Africa-America
7 Peace Brigade to promote volunteerism in African nations and
8 in urban inner city schools in this State and the types of
9 programs and activities that could be carried out by Illinois
10 Africa-America Peace Brigade volunteers, giving particular
11 attention to programs and activities aimed at integrating
12 women and disabled persons into the economies of African
13 nations; and be it further
14 RESOLVED, That the Committee shall make recommendations
15 to the Governor and the General Assembly regarding the
16 establishment, purposes, and programs of an Illinois
17 Africa-America Peace Brigade.
