1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives wish to express their sincere condolences to
4 the family and friends of Philip F. Gustafson, who passed
5 away on April 1, 2001; and
6 WHEREAS, Dr. Gustafson was a 48-year resident of
7 Riverside, Illinois; and
8 WHEREAS, While a student at the University of Michigan,
9 Dr. Gustafson volunteered for the United States Merchant
10 Marine Service in 1944, where he utilized skills as an
11 amateur radio operator in both the European and Pacific
12 theaters during World War II; after the war, he returned to
13 college and earned a degree in nuclear physics in 1949, and
14 his doctorate at the Illinois Institute of Technology; he
15 enjoyed a career as a nuclear scientist at Argonne National
16 Laboratory; and
17 WHEREAS, Dr. Gustafson was a strong supporter of nuclear
18 energy; he authored more than 100 articles on the peaceful
19 uses of nuclear energy that have been published both
20 nationally and internationally; he was tireless in his
21 efforts to monitor nuclear fallout from military testing, and
22 he has spent time in South America, Greenland, and the United
23 States monitoring atmospheric radiation; and
24 WHEREAS, Dr. Gustafson served with the Atomic Energy
25 Commission in Washington, D.C. from 1962 until 1968; in 1972,
26 he was appointed to the Illinois Atomic Energy Commission;
27 and
28 WHEREAS, Dr. Gustafson in response to the incident at
29 Three Mile Island, Pennsylvania on March 28, 1979, undertook
30 to study how the State of Illinois could create a regulatory
31 structure to protect the State's residents; his study

1 resulted in the creation of the Illinois Department of
2 Nuclear Safety, effective October 1, 1980; and
3 WHEREAS, Dr. Gustafson served as Director of the Illinois
4 Department of Nuclear Safety from 1981 until 1983; he retired
5 in 1995 as the senior advisor to the director at Argonne
6 National Laboratory; and
7 WHEREAS, Dr. Gustafson served as a trustee on the
8 Riverside Village Board from 1991 until 1998; he was an
9 active member of the Riverside Lions Club; and he was an avid
10 reader of geology and geography books, Civil War history and
11 other historical literature; and he was a world traveler; and
12 WHEREAS, The passing of Philip F. Gustafson will be
13 deeply felt by all who knew and loved him, especially his
14 wife, Dolly; his son, Bruce David; his daughter, Cindy Dee;
15 and his five grandchildren; therefore, be it
16 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18 we mourn, along with all who knew him, the death of Philip F.
19 Gustafson of Riverside, Illinois; and be it further
20 RESOLVED, That a suitable copy of this resolution be
21 presented to the family of Philip F. Gustafson with our
22 sincere condolences.
