1 HOUSE JOINT RESOLUTION
2 WHEREAS, Chronic kidney disease and the resultant
3 progression of that disease to total kidney failure known as
4 End Stage Renal Disease (ESRD) affects over 300,000
5 Americans, of which over 12,000 are Illinoisans; and
6 WHEREAS, 51% of patients are diabetic and 27% are
7 hypertensive and, therefore, under a physician's care prior
8 to the onset of kidney failure, and this number is growing as
9 the population ages; and
10 WHEREAS, A person can exhibit no symptoms of kidney
11 failure until 75% or more of kidney function is lost, and
12 this disease can be prevented through early screening and
13 proper education; and
14 WHEREAS, Chronic kidney disease can be treated and
15 managed using several different treatment options, some of
16 which are less disruptive to a patient's life and to the life
17 of the family; and
18 WHEREAS, A recent study by the United States Renal Data
19 Service (USRDS) states that only 25% of patients were given
20 enough pre-kidney-failure education to make an informed
21 choice of treatment modalities so that they can determine
22 what is best for them; and
23 WHEREAS, 55% of pre-kidney-failure patients had not been
24 referred to a specialist in kidney disease one year prior to
25 onset of complete failure, and 33% had not been referred to a
26 specialist three months prior to the onset of kidney failure;
27 and
28 WHEREAS, It is known that pre-kidney-failure education on
29 risk factors for cardiovascular disease, treatment of anemia,
30 nutrition counseling, access placement, and treatment
31 modalities will provide Illinoisans who progress to kidney

1 failure each year with improved health and quality of life;
2 and
3 WHEREAS, 95% of all kidney disease patients are either
4 Medicare beneficiaries through a unique federal program or
5 Medicaid beneficiaries representing a significant cost to the
6 State, and these yearly expenditures according to the USRDS
7 amount to $40,000 to $43,000 per Illinoisan and are growing
8 each year; therefore, be it
9 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-
10 SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE
11 CONCURRING HEREIN, that the House of Representatives and the
12 Senate of the 92nd General Assembly of the State of Illinois
13 encourage all medical professionals who are involved with the
14 prevention and treatment of chronic kidney disease in
15 Illinois to provide a course of education for all Illinois
16 citizens who are progressing toward kidney failure or ESRD;
17 and be it further
18 RESOLVED, That the House of Representatives and the
19 Senate of the 92nd General Assembly of the State of Illinois
20 support the Surgeon General's initiative, Healthy People
21 2010, and the goal of increasing "the proportion of ESRD
22 patients who have received adequate care in the period
23 preceding ESRD therapy by 60%"; and be it further
24 RESOLVED, That the House of Representatives and the
25 Senate of the 92nd General Assembly of the State of Illinois
26 encourage the United States Congress to enact legislation
27 creating a Medicare benefit for pre-ESRD education for health
28 matters, and included in this benefit will be information on
29 treatment modalities available to kidney disease patients
30 prior to the time they become End Stage; and be it further
31 RESOLVED, That a copy of this Resolution be sent to each
32 member of the Illinois Congressional delegation.
