1 HOUSE JOINT RESOLUTION
2 WHEREAS, The State's objective is to establish an
3 efficient system of high quality public educational
4 institutions and services at the elementary and secondary
5 school levels; therefore be it
6 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
8 SENATE CONCURRING HEREIN, that there is created the School
9 Code Review Task Force, to consist of 10 members as follows:
10 one member appointed by the Governor, the State
11 Superintendent of Education or his or her designee, 2 members
12 of the House appointed by the Speaker of the House, 2 members
13 of the House appointed by the Minority Leader of the House, 2
14 members of the Senate appointed by the President of the
15 Senate, and 2 members of the Senate appointed by the Minority
16 Leader of the Senate; and be it further
17 RESOLVED, That the Task Force shall include 12 advisors
18 appointed one each by the following:
19 (1) The Illinois Statewide School Management
20 Alliance.
21 (2) The Illinois Education Association.
22 (3) The Illinois Federation of Teachers.
23 (4) ED-RED.
24 (5) The Large Unit District Association.
25 (6) The South Cooperative Organization for Public
26 Education.
27 (7) The Illinois PTA Congress of Parents &
28 Teachers.
29 (8) The Illinois Business Education Coalition.
30 (9) The Illinois Association of Regional
31 Superintendents of Schools.
32 (10) The Board of Higher Education.
33 (11) The Chicago Board of Education.

1 (12) The Catholic Conference of Illinois; and be it
2 further
3 RESOLVED, That the Task Force may, by an affirmative vote
4 of the majority of the members, add additional advisors; and
5 be it further
6 RESOLVED, That the chairperson of the Task Force shall be
7 selected by the members from among its membership and the
8 Task Force shall meet at the call of the chairperson; and be
9 it further
10 RESOLVED, That members of the Task Force shall be voting
11 members and advisors may not vote; and be it further
12 RESOLVED, That members and advisors of the Task Force
13 must be appointed as soon as possible after this resolution
14 has been adopted by both houses and that a vacancy on the
15 Task Force must be filled by appointment of the original
16 appointing authority; and be it further
17 RESOLVED, That the Task Force shall receive the
18 assistance of the State Board of Education, including the
19 provision of staff, and that the Task Force may request
20 assistance from any other entity as necessary or useful for
21 the performance of its duties; and be it further
22 RESOLVED, That it is the duty of the Task Force to
23 undertake a comprehensive and thorough review of every
24 Article of the School Code and related laws and rules
25 impacting Illinois' K-12 schools, as well as the powers and
26 duties of the State Board of Education, with the intent of
27 eliminating unnecessary and burdensome mandates on school
28 districts, increasing accountability and efficiency in
29 schools, returning control of school districts to locally
30 elected school officials, teachers, administrators, and
31 parents, and improving the educational performance of

1 students; and be it further
2 RESOLVED, That the Task Force shall issue a report
3 detailing specific recommended changes to the School Code,
4 related laws and rules, and the powers and duties of the
5 State Board of Education, to be filed with the General
6 Assembly and the Governor on or before July 1, 2003, at which
7 time the Task Force is dissolved; and be it further
8 RESOLVED, That suitable copies of this resolution be
9 delivered to the Governor, the State Superintendent of
10 Education, and each of the entities making advisor
11 appointments.
