17 Section 4. The following named amounts, or so much
18 thereof as may be necessary, are appropriated to the Illinois
19 Emergency Management Agency for the objects and purposes
20 hereinafter named:
21 DISASTER RELIEF, PUBLIC
22 Whenever it becomes necessary for the State or any
23 governmental unit to furnish in a disaster area emergency
24 services directly related to or required by a disaster and
25 existing funds are insufficient to provide such services, the
26 Governor may, when he considers such action in the best
27 interest of the State, release funds from the General Revenue
28 disaster relief appropriation in order to provide such
29 services or to reimburse local governmental bodies furnishing
30 such services. Such appropriation may be used for payment of
31 the Illinois National Guard when called to active duty in
32 case of disaster, and for the emergency purchase or renting
33 of equipment and commodities. Such appropriation shall be

1 used for emergency services and relief to the disaster area
2 as a whole and shall not be used to provide private relief to
3 persons sustaining property damages or personal injury as a
4 result of a disaster.

31 Section 6a. The sum of $7,490,800, new appropriation, is
32 appropriated and the sum of $1,601,910, or so much thereof as

1 may be necessary and remains unexpended at the close of
2 business on June 30, 2002, from the appropriation and
3 reappropriation heretofore made in Article 75, Sections 3 and
4 6a of Public Act 92-8, as amended, are reappropriated from
5 the Federal Civil Preparedness Administrative Fund for
6 terrorism preparedness and training.
7 Section 7. Certain Federal receipts shall be placed in
8 the General Revenue Fund, pursuant to law and regulation, as
9 reimbursement for the Federal share of expenditures made from
10 General Revenue appropriations in Sections 1, 2, 3, 4, 5, 6,
11 and 6a of this Article. Other Federal receipts shall be paid
12 into the proper trust fund and shall be available for
13 expenditure only pursuant to the trust fund appropriations in
14 Sections 1, 2, 3, 4, 5, 6, and 6a of this Article or suitable
15 appropriation made by the General Assembly.
16 Section 8. The amount of $370,000, or so much thereof as
17 may be necessary and as remains unexpended at the close of
18 business on June 30, 2002, from an appropration heretofore
19 made in Public Act 92-8, Article 75, Section 8, as amended,
20 is reappropriated from the General Revenue Fund to the
21 Illinois Emergency Management Agency for additional equipment
22 for the State Interagency Response Team for costs associated
23 with homeland security.
24 Section 9. The amount of $7,000,000, or so much thereof
25 as may be necessary and as remains unexpended at the close of
26 business on June 30, 2002, from an appropration heretofore
27 made in Public Act 92-8, Article 75, Section 9, as amended,
28 is reappropriated from the General Revenue Fund to the
29 Illinois Emergency Management Agency for providing services
30 and for costs associated with Homeland Security and for
31 grants to the Department of State Police, the Department of

1 Military Affairs, the Office of the State Fire Marshal and
2 other state agencies for such purposes.
3 Section 99. Effective date. This Act takes effect on
4 July 1, 2002.
