1 AN ACT making appropriations.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 ARTICLE 1
5 Section 1. The following named amounts, or so much
6 thereof as may be necessary, respectively, are appropriated
7 for the objects and purposes hereinafter named, to meet the
8 ordinary and contingent expenses of the Historic Preservation

20 Section 3a. The sum of $150,000, or so much thereof as
21 may be necessary, is appropriated from the Illinois Historic
22 Sites Fund to the Historic Preservation Agency for awards and
23 grants for historic preservation programs made either
24 independently or in cooperation with the Federal Government
25 or any agency thereof, any municipal corporation, or
26 political subdivision of the State, or with any public or
27 private corporation, organization, or individual.
28 Section 3b. The sum of $150,000, new appropriation, and
29 the sum of $103,324, or so much thereof as may be necessary
30 and as remains unexpended at the close of business on June
31 30, 2002, from appropriations and reappropriations heretofore
32 made in Article 70, Section 3c of Public Act 92-8, as

1 amended, is reappropriated from the Illinois Historic Sites
2 Fund to the Historic Preservation Agency for awards and
3 grants for historic preservation programs made either
4 independently or in cooperation with the Federal Government
5 or any agency thereof, any municipal corporation, or
6 political subdivision of the State, or with any public or
7 private corporation, organization, or individual.
8 Section 3c. The sum of $312,900, or so much thereof as
9 may be necessary, is appropriated from the General Revenue
10 Fund to the Historic Preservation Agency to make Illinois
11 Heritage Grants for the purpose of planning, survey,
12 rehabilitation, restoration, reconstruction, landscaping and
13 acquisition of Illinois properties designated on the National
14 Register of Historic Places or as a landmark based on a
15 county or municipal ordinance or those located within certain
16 historic districts deemed historically significant.
17 Section 3d. The sum of $370,300, new appropriation, and
18 the sum of $425,341, or so much thereof as may be necessary
19 and as remains unexpended at the close of business on June
20 30, 2002, from reappropriations heretofore made in Article
21 70, Section 3e of Public Act 92-8, as amended, is
22 reappropriated from the General Revenue Fund to the Historic
23 Preservation Agency to make Illinois Heritage Grants for the
24 purpose of planning, survey, rehabilitation, restoration,
25 reconstruction, landscaping and acquisition of Illinois
26 properties designated on the National Register of Historic
27 Places or as a landmark based on a county or municipal
28 ordinance or those located within certain historic districts
29 deemed historically significant.
30 Section 4. The following named amounts, or so much

27 to Union Station, the Old State Capitol and the Old Journal
28 Register Building.
29 Section 5. The following named amounts, or so much

5 Section 5a. The sum of $600,000, or so much thereof as
6 may be necessary, is appropriated from the Illinois Historic
7 Sites Fund to the Historic Preservation Agency for
8 operations, maintenance, repairs, permanent improvements,
9 special events, and all other costs related to the operation
10 of Illinois Historic Sites and only to the extent which
11 donations are received at Illinois State Historic Sites.
12 Section 5b. The sum of $679,000, or so much thereof as
13 may be necessary, is appropriated to the Historic
14 Preservation Agency from the General Revenue Fund for
15 programs and purposes including repairing, maintaining,
16 reconstructing, rehabilitating, replacing, fixed assets,
17 construction and development, studies, all costs for
18 supplies, materials, labor, land acquisition and its related
19 costs, services and other expenses at historic sites.
20 Section 5c. The sum of $1,600,000, or so much thereof as
21 may be necessary, and as remains unexpended at the close of
22 business on June 30, 2002, from appropriations heretofore
23 made in Article 70, Section 5c of Public Act 92-8, as
24 amended, is reappropriated from the Capital Development Fund
25 to the Historic Preservation Agency for a grant to the Lake
26 County Forest Preserve District for planning, construction
27 and renovation of the Adlai Stevenson Home State Historic
28 Site.
29 Section 6. The sum of $70,490, or so much thereof as may
30 be necessary and as remains unexpended at the close of

1 business on June 30, 2002, from appropriations heretofore
2 made in Article 70, Section 7 of Public Act 92-8, as amended,
3 is reappropriated from the General Revenue Fund to the
4 Historic Preservation Agency for the restoration of the
5 Jarrot Mansion.
6 Section 7. The amount of $31,400, or so much thereof as
7 may be necessary and remains unexpended at the close of
8 business on June 30, 2002, from a reappropriation heretofore
9 made for such purpose in Article 70, Section 8 of Public Act
10 92-8, as amended, is reappropriated from the General Revenue
11 Fund to the Historic Preservation Agency for planning a new
12 historical library and Lincoln Center.
13 Section 8. The amounts appropriated for repairs and
14 maintenance and other capital improvements in Section 5b of
15 this Article for repairs and/or replacements, and
16 miscellaneous capital improvements at the agency's various
17 historical sites, and are to include construction,
18 reconstruction, improvements, repairs and installation of
19 capital facilities, costs of planning, supplies, materials,
20 and all other types of repairs and maintenance, and capital
21 improvements.
22 No contract shall be entered into or obligation incurred
23 for repairs and maintenance and other capital improvements
24 from appropriations made in Section 5c of this Article until
25 after the purposes and amounts have been approved in writing
26 by the Governor.
27 Section 9. The sum of $46,867, or so much thereof as may
28 be necessary, and remains unexpended at the close of business
29 on June 30, 2002, from an appropriation heretofore made in
30 Article 70, Section 12 of Public Act 92-8, as amended, is
31 reappropriated from the Capital Development Fund to the

1 Historic Preservation Agency for improvements to the Galena
2 State Historic Sites for the Ulysses S. Grant Visitors
3 Center.
4 Section 10. The sum of $171,551, or so much thereof as
5 may be necessary, and remains unexpended at the close of
6 business on June 30, 2002, from an appropriation heretofore
7 made in Article 70, Section 13 of Public Act 92-8, as
8 amended, is reappropriated from the Fund for Illinois' Future
9 to the Historic Preservation Agency for grants to units of
10 local government, educational facilities, and not-for-profit
11 organizations for infrastructure improvements, including but
12 not limited to planning, construction, reconstruction,
13 renovation, equipment, utilities and vehicles.
14 Section 11. The sum of $15,000, or so much thereof as
15 may be necessary, and remains unexpended at the close of
16 business on June 30, 2002, from an appropriation heretofore
17 made in Article 70, Section 15 of Public Act 92-8, as
18 amended, is reappropriated from the Fund for Illinois' Future
19 to the Historic Preservation Agency for grants to units of
20 local government and not-for-profit organizations for
21 infrastructure improvements, including but not limited to
22 planning, construction, renovation, restoration and
23 equipment.
24 Section 12. The sum of $437,800, or so much thereof as
25 may be necessary and remains unexpended at the close of
26 business on June 30, 2002, from an appropriation heretofore
27 made in Article 70, Section 16 of Public Act 92-8, as
28 amended, is reappropriated from the Capital Development Fund
29 to the Historic Preservation Agency for costs associated with
30 the acquisition of Sugar Loaf and/or Fox Mounds.

1 Section 13. The sum of $460,000, or so much thereof as
2 may be necessary and remains unexpended at the close of
3 business on June 30, 2002, from an appropriation heretofore
4 made in Article 70, Section 17 of Public Act 92-8, as
5 amended, is reappropriated from the Capital Development Fund
6 to the Historic Preservation Agency for support facilities
7 for Sugar Loaf and/or Fox Mounds.
8 Section 99. Effective date. This Act takes effect on
9 July 1, 2002.
