1 AN ACT concerning procurement.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Illinois Procurement Code is amended by
5 changing Section 45-15 and adding Section 45-16 as follows:
6 (30 ILCS 500/45-15)
7 Sec. 45-15. Soybean oil-based ink. Contracts requiring
8 the procurement of printing services shall specify the use of
9 soybean oil-based ink unless a State purchasing officer
10 determines that another type of ink is required to assure
11 high quality and reasonable pricing of the printed product.
12 The State purchasing officer shall provide the Director of
13 Agriculture with a copy of his or her written determination
14 that another type of ink is required.

17 Sec. 45-16. Corn-based plastic film. Contracts for the
18 purchase of plastic film shall specify corn-based plastic
19 film unless a State purchasing officer determines that
20 another type of plastic film is required to assure reasonable
21 quality and pricing. The State purchasing officer shall
22 provide the Director of Agriculture with a copy of his or her
23 written determination that another type of plastic film is
24 required.
