1 AN ACT concerning speech.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Illinois Speech-Language Pathology and
5 Audiology Practice Act is amended by changing Section 2 as
6 follows:

8 (Section scheduled to be repealed on January 1, 2008)
9 Sec. 2. Legislative Declaration of Public Policy. The
10 practice of Speech-Language Pathology and Audiology in the
11 State of Illinois is hereby declared to affect the public
12 health, safety and welfare and to be subject to regulation
13 and control in the public interest. It is further declared
14 to be a matter of public interest and concern that the
15 speech-language pathology and audiology professions merit and
16 receive the confidence of the public and that only qualified
17 persons be permitted to practice this profession in the State
18 of Illinois. This Act must shall be liberally construed to
19 carry out these objectives and purposes.
20 It is further declared to be the public policy of this
21 State, pursuant to subsections (h) and (i) of Section 6 of
22 Article VII of the Illinois Constitution of 1970, that any
23 power or function set forth in this Act to be exercised by
24 the State is an exclusive State power or function. Such
25 power or function shall not be exercised concurrently, either
26 directly or indirectly, by any unit of local government,
27 including home rule units, except as otherwise provided in
28 this Act.

30 Section 10. The School Code is amended by changing

3 Sec. 1-2. Construction. The provisions of this Act, so
4 far as they are the same as those of any prior statute, shall
5 be construed as a continuation of those such prior
6 provisions, and not as a new enactment.
7 If in any other statute reference is made to an Act of
8 the General Assembly, or a section of such an Act, which is
9 continued in this School Code, such reference shall be held
10 to refer to the Act or section thereof so continued in this
11 Code.
