1 AN ACT concerning nursing.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Department of Public Aid Law of the Civil
5 Administrative Code of Illinois is amended by adding Section
6 2205-15 as follows:
7 (20 ILCS 2205/2205-15 new)
8 Sec. 2205-15. Nursing training education; reimbursement.
9 The Department of Public Aid shall establish, by rule, a
10 demonstration program for reimbursing nursing homes,
11 hospices, and home health providers for the reasonable costs
12 of providing nurse and certified nurse aide training
13 education.
14 Section 10. The Allied Health Care Professional
15 Assistance Law is amended by changing Section 2002 and adding
16 Section 2010 as follows:
17 (110 ILCS 905/2002) (from Ch. 144, par. 1482)
18 Sec. 2002. Purpose. The purpose of this Law is to
19 establish a program in the Illinois Department of Public
20 Health to upgrade primary health care services for all
21 citizens of the State, by providing grants and scholarships
22 to allied health care professionals (especially nurses and
23 certified nurse aides) who will agree to practice in areas of
24 the State demonstrating the greatest need for more
25 professional medical care and by developing and implementing
26 plans that address the acute nursing shortage in this State.
27 The program shall encourage allied health care professionals
28 to locate in areas where health manpower shortages exist and
29 to increase the total number of allied health care

1 professionals in the State.

4 Sec. 2010. Nurse recruitment and retention strategies.
5 The Department of Public Health shall develop a plan for each
6 of the following strategies to recruit and retain nurses and
7 certified nurse aides, which shall be implemented subject to
8 appropriation:
9 (1) A comprehensive statewide multi-media public
10 education campaign to enhance the image of the nursing
11 profession, promote diversity in the nursing workforce,
12 encourage individuals to enter the nursing profession,
13 and encourage career development for individuals in the
14 nursing profession.
15 (2) Public service announcements that advertise and
16 promote the nursing profession, highlight the advantages
17 and rewards of nursing, and encourage individuals from
18 diverse communities and backgrounds to enter the nursing
19 profession.
20 (3) The award of grants to designated eligible
21 entities to support State and local advertising campaigns
22 via appropriate media outlets to promote the nursing
23 profession, highlight the advantages and rewards of
24 nursing, and encourage individuals from disadvantaged
25 communities and backgrounds to enter the nursing
26 profession.
27 (4) The award of grants to community-based
28 partnerships to establish programs to recruit and retain
29 nurses and certified nurse aides.
30 (5) The award of grants to eligible entities to
31 increase nursing education opportunities.
32 (6) The award of grants to eligible entities to
33 encourage individuals to enter the nursing profession

1 with a focus on providing long-term care.
2 (7) The award of grants to eligible entities to
3 develop nursing internship and residency programs that
4 encourage mentoring and the development of specialties.
