1 AMENDMENT TO HOUSE BILL 3713
2 AMENDMENT NO. . Amend House Bill 3713 on page 1, by
3 replacing lines 4 through 7 with the following:
4 "Section 5. The State Finance Act is amended by adding
5 Section 5.570 as follows:
6 (30 ILCS 105/5.570 new)
7 Sec. 5.570. The Public Broadcasting Fund.
8 Section 10. The Illinois Vehicle Code is amended by
9 adding Sections 3-654 and 3-655 as follows:

11 Sec. 3-654. Illinois Public Broadcasting System
12 Stations special license plates.
13 (a) The Secretary, upon receipt of all applicable fees
14 and applications made in the form prescribed by the
15 Secretary, may issue special registration plates designated
16 as Illinois Public Broadcasting System Stations special
17 license plates. The special plates issued under this
18 Section shall be affixed only to passenger vehicles of the
19 first division or motor vehicles of the second division
20 weighing not more than 8,000 pounds. Plates issued under

1 this Section shall expire according to the multi-year
2 procedure established by Section 3-414.1 of this Code.
3 (b) The design and color of the special plates shall be
4 wholly within the discretion of the Secretary. The
5 Secretary may, in his or her discretion, allow the plates to
6 be issued as vanity or personalized plates in accordance with
7 Section 3-405.1 of this Code. The plates are not required to
8 designate "Land of Lincoln", as prescribed in subsection (b)
9 of Section 3-412 of this Code. The Secretary, in his or her
10 discretion, shall approve and prescribe stickers or decals as
11 provided under Section 3-412.
12 (c) An applicant for the special plate shall be charged
13 a $40 fee for original issuance in addition to the
14 appropriate registration fee. Of this fee, $25 shall be
15 deposited into the Public Broadcasting Fund and $15 shall be
16 deposited into the Secretary of State Special License Plate
17 Fund, to be used by the Secretary to help defray the
18 administrative processing costs.
19 For each registration renewal period, a $27 fee, in
20 addition to the appropriate registration fee, shall be
21 charged. Of this fee, $25 shall be deposited into the Public
22 Broadcasting Fund and $2 shall be deposited into the
23 Secretary of State Special License Plate Fund.
24 (d) The Public Broadcasting Fund is created as a special
25 fund in the State treasury. Subject to appropriation by the
26 General Assembly and approval by the Secretary, the Secretary
27 shall pay all moneys in the Public Broadcasting Fund to the
28 various Public Broadcasting System stations in Illinois for
29 operating costs.
