1 AN ACT concerning the duties of the Secretary of State.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Secretary of State Act is amended by
5 changing Section 5 as follows:
6 (15 ILCS 305/5) (from Ch. 124, par. 5)
7 Sec. 5. Duties. It shall be the duty of the Secretary of
8 State:
9 1. To countersign and affix the seal of state to all
10 commissions required by law to be issued by the Governor.
11 2. To make a register of all appointments by the
12 Governor, specifying the person appointed, the office
13 conferred, the date of the appointment, the date when bond or
14 oath is taken and the date filed. If Senate confirmation is
15 required, the date of the confirmation shall be included in
16 the register.
17 3. To make proper indexes to public acts, resolutions,
18 papers and documents in his office.
19 3-a. To review all rules of all State agencies adopted
20 in compliance with the codification system prescribed by the
21 Secretary. The review shall be for the purposes and include
22 all the powers and duties provided in the Illinois
23 Administrative Procedure Act. The Secretary of State shall
24 cooperate with the Legislative Information System to insure
25 the accuracy of the text of the rules maintained under the
26 Legislative Information System Act.
27 4. To give any person requiring the same paying the
28 lawful fees therefor, a copy of any law, act, resolution,
29 record or paper in his office, and attach thereto his
30 certificate, under the seal of the state.
31 5. To take charge of and preserve from waste, and keep

1 in repair, the houses, lots, grounds and appurtenances,
2 situated in the City of Springfield, and belonging to or
3 occupied by the State, the care of which is not otherwise
4 provided for by law, and to take charge of and preserve from
5 waste, and keep in repair, the houses, lots, grounds and
6 appurtenances, situated in the State outside the City of
7 Springfield where such houses, lots, grounds and
8 appurtenances are occupied by the Secretary of State and no
9 other State officer or agency.
10 6. To supervise the distribution of the laws.
11 7. To perform such other duties as may be required by
12 law. The Secretary of State may, within appropriations
13 authorized by the General Assembly, maintain offices in the
14 State Capital and in such other places in the State as he may
15 deem necessary to properly carry out the powers and duties
16 vested in him by law.
17 8. To maintain metal detectors at each public entrance
18 to the State Capitol building.

20 Section 99. Effective date. This Act takes effect upon
21 becoming law.
