1 AN ACT concerning the Department of Human Services.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Department of Human Services Act is
5 amended by adding Section 10-30 as follows:
6 (20 ILCS 1305/10-30 new)
7 Sec. 10-30. Safe and Well Treatment Fund; Advisory
8 Board.
9 (a) The Safe and Well Treatment Fund is created as a
10 special fund within the State treasury. The Safe and Well
11 Treatment Fund may receive moneys from any source, including
12 contributions from private citizens. Moneys in the Fund
13 shall be appropriated to the Department of Human Services
14 solely for payments to support the Child Sexual Abuse
15 Research Institute. The Department shall make such payments
16 only upon the advice of the Safe and Well Treatment Fund
17 Advisory Board.
18 (b) The Secretary of Human Services shall appoint the
19 Safe and Well Treatment Fund Advisory Board, consisting of 5
20 members selected for their recognized expertise in the fields
21 of child sexual abuse treatment and sex offender treatment.
22 The Secretary of Human Services shall select one member to
23 serve as chairperson. Members shall serve without
24 compensation, but the Department of Human Services shall
25 reimburse the actual and necessary expenses incurred in the
26 performance of their duties. The Department shall provide
27 the Board with necessary staff and technical assistance. The
28 Board shall meet as frequently as necessary to accomplish its
29 duties.
30 (c) The Safe and Well Treatment Fund Advisory Board
31 shall report annually to the Governor, the President and

1 Minority Leader of the Senate, and the Speaker and Minority
2 Leader of the House of Representatives upon its activities
3 and the payments made from the Safe and Well Treatment Fund
4 during the previous 12 months. The report constitutes a
5 public record; copies of the report shall be made available
6 to the public upon request.
7 Section 10. The State Finance Act is amended by adding
8 Section 5.545 as follows:
