1 AMENDMENT TO HOUSE BILL 2436
2 AMENDMENT NO. . Amend House Bill 2436 as follows:
3 on page 1, line 5, by replacing "9, and 10" with "and 9"; and
4 on page 3, lines 25 and 26, by replacing "to meet the
5 obligation incurred by accepting funding" with "for at least
6 one year for each year of scholarship assistance received";
7 and
8 on page 5, line 19, by replacing "full-time" with
9 "full-time"; and
10 on page 5, line 20, by replacing "1991-1992" with "2002-2003
11 1991-1992"; and
12 on page 5, by replacing lines 21 through 29 with the
13 following:
14 "academic year, 500 scholarships shall be provided each year
15 for qualified individuals who desire to enter an approved
16 institution awarding an associate degree, nursing diploma, or
17 baccalaureate degree in nursing or offering an approved
18 practical nursing education program of not less than one
19 academic year. Of the 500 scholarships provided each year, at
20 least 50 shall go to persons entering an approved practical
21 nursing education program of not less than one"; and

1 on page 5, line 30, by replacing ". The" with ". the"; and
2 on page 5, by replacing line 32 with the following:
3 "scholarships to individuals selected funding and shall
4 designate each year's new recipients from"; and

14 on page 6, line 21, after "institution", by inserting the
15 following:
16 "who will pursue their education on a full-time or closest to
17 full-time basis and who already have a certificate in
18 practical nursing, a diploma in nursing, or an associate
19 degree in nursing and are pursuing a higher degree"; and
20 on page 6, line 28, after "awarded", by inserting "to
21 recipients at approved institutions"; and
22 on page 6, line 28, by replacing "3 years while" with "2 3
23 years if while"; and
24 on page 6, line 29, by deleting "or"; and
25 on page 6, by replacing lines 30 through 34 with the
26 following:
27 "program, up to 3 years if the recipient is enrolled in a
28 hospital-based diploma in nursing program, up to 4 years if
29 the recipient is enrolled in a baccalaureate degree in

1 nursing program, and up to one year if the recipient is
2 enrolled in a certificate in practical nursing program. At
3 least 50% of the scholarships awarded shall be for recipients
4 who are pursuing baccalaureate degrees in nursing, 40% of the
5 scholarships awarded shall be for recipients who are pursuing
6 associate degrees in nursing or a diploma in nursing, and 10%
7 of the scholarships awarded shall be for recipients who are
8 pursuing a certificate in practical nursing. for residence
9 credit at a community college, private junior college or
10 hospital based nursing program, and up to 4 years if
11 applicant is pursuing a baccalaureate degree in a public or
12 private college or university; except that the length of
13 scholarships for persons studying to be licensed practical
14 nurses shall be established by the Department. At least 1/2
15 of the scholarships awarded shall be for recipients who shall
16 attend State supported schools. The scholarship shall cover
17 tuition, fees and a stipend of $2,500 per year for full-time
18 students; except that the amount of scholarships for persons
19 studying to be licensed practical nurses shall be established
20 by the Department. For purposes of calculating scholarship
21 awards for recipients attending private junior colleges or
22 hospital based nursing programs, or private colleges or
23 universities, tuition and fees for these students at private
24 approved institutions shall be deemed to not exceed the
25 Statewide average tuition and fees for students at public
26 approved institutions for the academic year in which the
27 scholarship is made."; and
28 on page 7, by deleting lines 1 through 21; and
29 on page 9, by replacing lines 21 through 33 with the
30 following:
31 "Sec. 7. Amount of scholarships. To determine a
32 scholarship amount, the Department shall consider tuition and
33 fee charges at community colleges and universities statewide

1 and projected living expenses. Using information provided
2 annually by the Illinois Student Assistance Commission, 75%
3 of the weighted tuition and fees charged by community
4 colleges in Illinois shall be added to the uniform living
5 allowance reported in the weighted Monetary Award Program
6 (MAP) budget to determine the full-time scholarship amount
7 for students pursuing an associate degree or diploma in
8 nursing at an Illinois community college. Scholarship
9 amounts for students pursuing associate or baccalaureate
10 degrees in nursing at a college or university shall include
11 75% of the weighted tuition and fees charged by public
12 universities in Illinois plus the uniform living allowance
13 reported in the weighted MAP budget. Scholarship amounts for
14 students in practical nursing programs shall include 75% of
15 the average of tuition charges at all practical nursing
16 programs plus the uniform living allowance reported in the
17 weighted MAP budget. A scholarship shall be for $2,500 per
18 year for living expenses for the full-time student and up to
19 $2,000 per year for full-time tuition and fees, or a maximum
20 of $4,500 per year, less any other State or federal
21 assistance received by applicant to assist applicant's
22 pursuit of an associate degree, or hospital based program
23 diploma, or baccalaureate degree in nursing. The amount of a
24 scholarship for a person studying to be a licensed practical
25 nurse, however, shall be determined by the Department. The
26 full-time student applicant may receive a scholarship for 3
27 academic years if pursuing an associate degree or diploma,
28 and for 4 academic years if pursuing a baccalaureate in
29 nursing degree. A scholarship may be made to a part time
30 (but not less than 1/3 time) student but it shall cover only
31 tuition and fees and shall not exceed the aggregate of $4,000
32 for the total time applicant may take to complete the
33 associate degree, or hospital based program in nursing, or
34 baccalaureate nursing"; and

1 on page 10, by deleting lines 1 through 12; and
2 on page 10, line 13, by replacing "program." with "program.";
3 and
4 on page 10, line 17, after the period, by inserting the
5 following:
6 "Scholarship awards may be provided to part-time students;
7 the amount shall be determined by applying the proportion
8 represented by the part-time enrollment to full-time
9 enrollment ratio to the average per-term scholarship amount
10 for a student in the same nursing degree category."; and
11 on page 11, by replacing lines 13 through 33 with the
12 following:
13 "(110 ILCS 975/10 rep.)
14 Section 10. The Nursing Education Scholarship Law is
15 amended by repealing Section 10."; and
16 on page 12, by deleting lines 1 through 5.
