2 and operation of environmental intern programs to be funded
3 by advance contributions.
4 Section 5. The sum of $500,000, or so much thereof as
5 may be necessary, is appropriated from the U.S. Environmental
6 Protection Fund to the Environmental Protection Agency for
7 all costs associated with the development and implementation
8 of Illinois Environmental Facts On-Line.
9 Section 6. The sum of $2,250,000, or so much thereof as
10 may be necessary, is appropriated from the General Revenue
11 Fund to the Environmental Protection Agency for funding the
12 Green Illinois program.
13 Section 7. The sum of $300,000, or so much thereof as
14 may be necessary, is appropriated from the U.S. Environmental
15 Protection Fund to the Environmental Protection Agency for
16 the purpose of administering the toxic and hazardous
17 materials program.
18 Section 8. The sum of $342,900, or so much thereof as
19 may be necessary, is appropriated from the U.S. Environmental
20 Protection Fund to the Environmental Protection Agency for
21 the purpose of administering the regulartory innovation
22 program.
23 Section 9. The sum of $21,100, or so much thereof as may
24 be necessary, is appropriated from the Industrial Hygiene
25 Regulatory and Enforcement Fund to the Environmental
26 Protection Agency for the purpose of administering the
27 industrial hygiene licensing program.
28 Section 10. The sum of $30,000, or so much thereof as

1 may be necessary, is appropriated from the Special State
2 Projects Trust Fund to the Environmental Protection Agency
3 for the purpose of administering the Emergency Planning and
4 Community Right-To-Know Act (EPCRA).

21 administering the Alternate Fuels Rebate Program and the
22 Ethanol Fuel Research Program:

30 Agency for expenses related to the licensing of Hazardous
31 Waste Laborers and Crane and Hoisting Equipment Operators, as
32 mandated by Public Act 85-1195.

1 Section 38. The sum of $200,000, or so much thereof as
2 may be necessary, is appropriated from the Environmental
3 Protection Trust Fund to the Environmental Protection Agency
4 for oversight of site development at solid waste management
5 facilities in accordance with the purposes specified or
6 contributed funds.
7 Section 39. The named amounts, or so much thereof as may
8 be necessary, are appropriated to the Environmental
9 Protection Agency for use in accordance with the Brownfields
10 Redevelopment program:

14 thereof as may be necessary and as remains unexpended at the
15 close of business on June 30, 2001, from appropriations and
16 reappropriations heretofore made in Article 30, Section 47
17 and 48 of Public Act 91-0706, as amended, is reappropriated
18 from the Water Revolving Fund to the Environmental Protection
19 Agency for financial assistance to units of local government
20 for sewer systems and wastewater treatment facilities
21 pursuant to rules defining the Water Pollution Control
22 Revolving Loan program and for transfer of funds to establish
23 reserve accounts, construction accounts or any other
24 necessary funds or accounts in order to implement a leveraged
25 loan program.
26 Section 49. The sum of $95,000,000, new appropriations,
27 is appropriated and the sum of $122,915,000, or so much
28 thereof as may be necessary and as remains unexpended at the
29 close of business on June 30, 2001, from appropriations and
30 reappropriations heretofore made in Article 30, Section 49 of
31 Public Act 91-0706, as amended, is reappropriated from the
32 Water Revolving Fund to the Environmental Protection Agency

1 for financial assistance to units of local government and
2 privately owned community water supplies for drinking water
3 infrastructure projects pursuant to the Safe Drinking Water
4 Act, as amended and for transfer of funds to establish
5 reserve accounts, construction accounts or any other
6 necessary funds or accounts in order to implement a leveraged
7 program.
8 Section 50. The sum of $19,000,000, new appropriation,
9 is appropriated and the sum of $46,000,000, or so much
10 thereof as may be necessary and as remains unexpended at the
11 close of business on June 30, 2001, from appropriations and
12 reappropriations heretofore made for such purpose in Article
13 30, Section 50 of Public Act 91-0706, as amended, is
14 reappropriated from the Anti-Pollution Fund to the
15 Environmental Protection Agency for deposit into the Water
16 Revolving Fund.
17 Section 51. The sum of $5,848,400, or so much thereof as
18 may be necessary and as remains unexpended at the close of
19 business on June 30, 2001, from reappropriations heretofore
20 made in Article 30, Section 51 of Public Act 91-0706, as
21 amended, is reappropriated from the Anti-Pollution Fund to
22 the Environmental Protection Agency for grants to units of
23 local government for wastewater facilities, pursuant to
24 provisions of the "Anti-Pollution Bond Act."
25 Section 52. The sum of $200,000, or so much thereof as
26 may be necessary and as remains unexpended at the close of
27 business on June 30, 2001, from reappropriations heretofore
28 made in Article 30, Section 52 of Public Act 91-0706, as
29 amended, is reappropriated from the Capital Development Fund
30 to the Environmental Protection Agency for a grant to the
31 Village of Green Oaks to rehabilitate and upgrade the sewer

2 Section 53. The sum of $70,000, or so much thereof as
3 may be necessary and as remains unexpended at the close of
4 business on June 30, 2001, from reappropriations heretofore
5 made in Article 30, Section 53 of Public Act 91-0706, as
6 amended, is reappropriated from the Capital Development Fund
7 to the Environmental Protection Agency for a grant to Crete
8 Township for construction
9 Section 54. The amount of $10,000, or so much thereof as
10 may be necessary, and remains unexpended at the close of
11 business on June 30, 2001, from reappropriations heretofore
12 made in Article 30, Section 56 of Public Act 91-0706, as
13 amended, is reappropriated from the Fund for Illinois' Future
14 to the Environmental Protection Agency for a grant to the
15 Village of Bureau Junction for the purpose of a sludge lagoon
16 cleanup and ambulance service.
17 Section 55. The amount of $25,000, or so much thereof as
18 may be necessary, and remains unexpended at the close of
19 business on June 30, 2001, from appropriations heretofore
20 made in Article 30, Section 70 of Public Act 91-0706, as
21 amended, is reappropriated from the Fund for Illinois' Future
22 to the Environmental Protection Agency for a grant to the
23 Village of Sauk Village for all costs associated with
24 improvements to the Lincoln Lansing Drainage Ditch.
25 Section 56. The amount of $600,000, or so much thereof
26 as may be necessary, and remains unexpended at the close of
27 business on June 30, 2001, from reappropriations heretofore
28 made in Article 30, Section 76 of Public Act 91-0706, as
29 amended, is reappropriated from the Fund for Illinois'
30 Future to the Environmental Protection Agency for a grant to

1 the City of Centralia for the purpose of all costs associated
2 with Texaco water pipeline improvements and/or additions.
3 Section 57. The sum of $30,000, or so much thereof as
4 may be necessary, and remains unexpended at the close of
5 business on June 30, 2001, from reappropriations heretofore
6 made in Article 30, Section 94 of Public Act 91-0706, as
7 amended, is reappropriated from the Fund for Illinois' Future
8 to the Environmental Protection Agency for grants to units of
9 local governments and educational facilities for water and
10 wastewater infrastructure improvements and equipment.
11 Section 58. The sum of $1,165,000, or so much thereof as
12 may be necessary, and as remains unexpended at the close of
13 business on June 30, 2001 from appropriations heretofore made
14 in Article 30, Section 96 of Public Act 91-0706, as amended,
15 is reappropriated from the Fund for Illinois' Future to the
16 Environmental Protection Agency for grants to units of local
17 government, educational facilities, and not-for-profit
18 organizations for infrastructure improvements including, but
19 not limited to, planning, construction, reconstruction,
20 renovation, equipment, utilities and vehicles.
21 Section 99. Effective date. This Act takes effect on
22 July 1, 2001.
