1 AN ACT concerning license plates.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The State Finance Act is amended by adding
5 Section 5.545 as follows:
6 (30 ILCS 105/5.545 new)
7 Sec. 5.545. The Chicago and Northeast Illinois District
8 Council of Carpenters Fund.
9 Section 10. The Illinois Vehicle Code is amended by
10 adding Sections 3-648 and 3-649 as follows:

12 Sec. 3-648. Chicago and Northeast Illinois District
13 Council of Carpenters license plates.
14 (a) The Secretary, upon receipt of all applicable fees
15 and applications made in the form prescribed by the
16 Secretary, may issue special registration plates designated
17 as Chicago and Northeast Illinois District Council of
18 Carpenters license plates.
19 The special plates issued under this Section shall be
20 affixed only to passenger vehicles of the first division or
21 motor vehicles of the second division weighing not more than
22 8,000 pounds.
23 Plates issued under this Section shall expire according
24 to the multi-year procedure established by Section 3-414.1 of
25 this Code.
26 (b) The design and color of the special plates shall be
27 wholly within the discretion of the Secretary. Appropriate
28 documentation, as determined by the Secretary, shall
29 accompany each application. The Secretary may allow the

1 plates to be issued as vanity plates or personalized plates
2 under Section 3-405.1 of this Code. The Secretary shall
3 prescribe stickers or decals as provided under Section 3-412
4 of this Code.
5 (c) An applicant for the special plate shall be charged
6 a $25 fee for original issuance in addition to the
7 appropriate registration fee. Of this fee, $10 shall be
8 deposited into the Chicago and Northeast Illinois District
9 Council of Carpenters Fund and $15 shall be deposited into
10 the Secretary of State Special License Plate Fund, to be used
11 by the Secretary to help defray the administrative processing
12 costs.
13 For each registration renewal period, a $25 fee, in
14 addition to the appropriate registration fee, shall be
15 charged. Of this fee, $23 shall be deposited into the
16 Chicago and Northeast Illinois District Council of Carpenters
17 Fund and $2 shall be deposited into the Secretary of State
18 Special License Plate Fund.
19 (d) The Chicago and Northeast Illinois District Council
20 of Carpenters Fund is created as a special fund in the State
21 treasury. All moneys in the Chicago and Northeast Illinois
22 District Council of Carpenters Fund shall be paid, subject to
23 appropriation by the General Assembly and approval by the
24 Secretary, as grants for charitable purposes sponsored by the
25 Chicago and Northeast Illinois District Council of
26 Carpenters.

28 Sec. 3-649. West Point Bicentennial license plates.
29 (a) In addition to any other special license plate, the
30 Secretary, upon receipt of all applicable fees and
31 applications made in the form prescribed by the Secretary of
32 State, may issue West Point Bicentennial license plates to
33 commemorate the 200th anniversary of the founding of the

1 United States Military Academy at West Point, N.Y. The
2 special West Point Bicentennial plate issued under this
3 Section shall be affixed only to passenger vehicles of the
4 first division and motor vehicles of the second division
5 weighing not more than 8,000 pounds. Plates issued under this
6 Section shall expire according to the staggered multi-year
7 procedure established by Section 3-414.1 of this Code.
8 (b) The design, color, and format of the plates shall be
9 wholly within the discretion of the Secretary of State. The
10 Secretary may, in his or her discretion, allow the plates to
11 be issued as vanity plates or personalized in accordance with
12 Section 3-405.1 of this Code. The plates are not required to
13 designate "Land Of Lincoln", as prescribed in subsection (b)
14 of Section 3-412 of this Code. The Secretary shall approve
15 and prescribe stickers or decals as provided under Section
16 3-412.
17 (c) An applicant shall be charged a $15 fee for original
18 issuance in addition to the applicable registration fee.
19 This additional fee shall be deposited into the Secretary of
20 State Special License Plate Fund. For each registration
21 renewal period, a $2 fee, in addition to the appropriate
22 registration fee, shall be charged and shall be deposited
23 into the Secretary of State Special License Plate Fund.
