1 AN ACT concerning human rights.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Illinois Human Rights Act is amended by
5 changing Section 5-102 as follows:
6 (775 ILCS 5/5-102) (from Ch. 68, par. 5-102)
7 Sec. 5-102. Civil Rights Violations: Public
8 Accommodations.
9 It is a civil rights violation for any person on the
10 basis of unlawful discrimination to:
11 (A) Enjoyment of Facilities. Deny or refuse to
12 another the full and equal enjoyment of the facilities
13 and services of any public place of accommodation;
14 (B) Written Communications. Directly or indirectly,
15 as the operator of a place of public accommodation,
16 publish, circulate, display or mail any written
17 communication, except a private communication sent in
18 response to a specific inquiry, which the operator knows
19 is to the effect that any of the facilities of the place
20 of public accommodation will be denied to any person or
21 that any person is unwelcome, objectionable or
22 unacceptable because of unlawful discrimination;
23 (C) Public Officials. Deny or refuse to another, as
24 a public official, the full and equal enjoyment of the
25 accommodations, advantage, facilities or privileges of
26 the official's office or services or of any property
27 under the official's care because of unlawful
28 discrimination.
29 It is a civil rights violation for any person to restrict
30 an individual's access or admission to, or usage of, a place
31 of public accommodation solely because the individual

1 operates a motorcycle. This paragraph does not prohibit a
2 person from restricting an individual's access or admission
3 to, or usage of, a place of public accommodation because the
4 individual's conduct poses a risk to the health, safety, or
5 property of another.
