1 AN ACT relating to higher education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The University of Illinois Act is amended by
5 changing Section 7f as follows:
6 (110 ILCS 305/7f) (from Ch. 144, par. 28f)
7 Sec. 7f. Full tuition discount Partial tuition waivers.
8 (a) As used in this Section, "Illinois college or
9 university" means any of the following: the University of
10 Illinois, Southern Illinois University, Chicago State
11 University, Eastern Illinois University, Governors State
12 University, Illinois State University, Northeastern Illinois
13 University, Northern Illinois University, and Western
14 Illinois University.
15 (b) Each year the Board of Trustees of the University of
16 Illinois shall offer 100% tuition discounts 50% tuition
17 waivers for undergraduate education at any campus under its
18 governance or supervision to the children of employees,
19 including retired employees, of an Illinois college or
20 university who have been employed by any one or by more than
21 one Illinois college or university for an aggregate period of
22 at least 7 years. For purposes of this Section, an employee
23 of an Illinois college or university is deemed to include a
24 person who is employed within any of the 4 divisions of the
25 Department of Natural Resources under the authority of the
26 Board of Natural Resources and Conservation (Waste Management
27 and Research Center, Illinois State Water Survey, Illinois
28 State Geological Survey, and Illinois State Natural History
29 Survey). "Retired employee" means a person receiving a
30 retirement or disability retirement annuity under the
31 Illinois Pension Code based on at least 7 years of service

1 with one or more than one Illinois college or university,
2 including a person who already is receiving such an annuity
3 on the effective date of this amendatory Act of the 92nd
4 General Assembly. To be eligible to receive a full tuition
5 discount partial tuition waiver, the child of any such an
6 employee of an Illinois college or university (i) must be
7 under the age of 25 at the commencement of the academic year
8 during which the full tuition discount partial tuition waiver
9 is to be effective, and (ii) must qualify for admission to
10 the University of Illinois under the same admissions
11 requirements, standards and policies which the University of
12 Illinois applies to applicants for admission generally to its
13 respective undergraduate colleges and programs.
14 (c) Subject to the provisions and limitations of
15 subsection (b), an eligible applicant who has continued to
16 maintain satisfactory academic progress toward graduation may
17 have his or her full tuition discount partial tuition waiver
18 renewed until the time as he or she has expended 4 years of
19 undergraduate full tuition discount partial tuition waiver
20 benefits under this Section.
21 (d) No full tuition discount partial tuition waiver
22 offered or allocated to any eligible applicant in accordance
23 with the provisions of this Section shall be charged against
24 any tuition waiver limitation established by the Illinois
25 Board of Higher Education.
26 (e) The Board of Trustees shall prescribe rules and
27 regulations as are necessary to implement and administer the
28 provisions of this Section.

30 Section 10. The Southern Illinois University Management
31 Act is amended by changing Section 8f as follows:

34 maintain satisfactory academic progress toward graduation may

2 renewed until the time as he or she has expended 4 years of
3 undergraduate full tuition discount partial tuition waiver
4 benefits under this Section.
5 (d) No full tuition discount partial tuition waiver
6 offered or allocated to any eligible applicant in accordance
7 with the provisions of this Section shall be charged against
8 any tuition waiver limitation established by the Illinois
9 Board of Higher Education.
10 (e) The Board of Trustees shall prescribe rules and
11 regulations as are necessary to implement and administer the
12 provisions of this Section.

14 Section 15. The Chicago State University Law is amended
15 by changing Section 5-90 as follows:

23 already is receiving such an annuity on the effective date of
24 this amendatory Act of the 92nd General Assembly. To be

7 undergraduate full tuition discount partial tuition waiver
8 benefits under this Section.
9 (d) No full tuition discount partial tuition waiver
10 offered or allocated to any eligible applicant in accordance
11 with the provisions of this Section shall be charged against
12 any tuition waiver limitation established by the Illinois
13 Board of Higher Education.
14 (e) The Board shall prescribe rules and regulations as
15 are necessary to implement and administer the provisions of
16 this Section.

19 amended by changing Section 15-90 as follows:

25 Illinois, Southern Illinois University, Chicago State

28 University, Northern Illinois University, and Western
29 Illinois University.
30 (b) Each year the Board of Governors State University
31 shall offer 100% tuition discounts 50% tuition waivers for
32 undergraduate education at any campus under its governance to

2 Illinois college or university who have been employed by any
3 one or by more than one Illinois college or university for an
4 aggregate period of at least 7 years. "Retired employee"

7 at least 7 years of service with one or more than one
8 Illinois college or university, including a person who
9 already is receiving such an annuity on the effective date of
10 this amendatory Act of the 92nd General Assembly. To be
11 eligible to receive a full tuition discount partial tuition
12 waiver, the child of any such an employee of an Illinois
13 college or university (i) must be under the age of 25 at the
14 commencement of the academic year during which the full
15 tuition discount partial tuition waiver is to be effective,
16 and (ii) must qualify for admission to Governors State
17 University under the same admissions requirements, standards
18 and policies which Governors State University applies to
19 applicants for admission generally to its respective

22 subsection (b), an eligible applicant who has continued to
23 maintain satisfactory academic progress toward graduation may
24 have his or her full tuition discount partial tuition waiver
25 renewed until the time as he or she has expended 4 years of
26 undergraduate full tuition discount partial tuition waiver
27 benefits under this Section.
28 (d) No full tuition discount partial tuition waiver
29 offered or allocated to any eligible applicant in accordance
30 with the provisions of this Section shall be charged against
31 any tuition waiver limitation established by the Illinois
32 Board of Higher Education.
33 (e) The Board shall prescribe rules and regulations as
34 are necessary to implement and administer the provisions of

4 by changing Section 20-90 as follows:

8 university for an aggregate period of at least 7 years.

12 one Illinois college or university, including a person who
13 already is receiving such an annuity on the effective date of

27 maintain satisfactory academic progress toward graduation may
28 have his or her full tuition discount partial tuition waiver
29 renewed until the time as he or she has expended 4 years of
30 undergraduate full tuition discount partial tuition waiver
31 benefits under this Section.
32 (d) No full tuition discount partial tuition waiver
33 offered or allocated to any eligible applicant in accordance
34 with the provisions of this Section shall be charged against

8 amended by changing Section 30-90 as follows:

13 university" means any of the following: the University of
14 Illinois, Southern Illinois University, Chicago State

16 University, Illinois State University, Northeastern Illinois
17 University, Northern Illinois University, and Western
18 Illinois University.
19 (b) Each year the Board of Northern Illinois University
20 shall offer 100% tuition discounts 50% tuition waivers for
21 undergraduate education at any campus under its governance to
22 the children of employees, including retired employees, of an
23 Illinois college or university who have been employed by any
24 one or by more than one Illinois college or university for an
25 aggregate period of at least 7 years. "Retired employee"

12 maintain satisfactory academic progress toward graduation may
13 have his or her full tuition discount partial tuition waiver
14 renewed until the time as he or she has expended 4 years of
15 undergraduate full tuition discount partial tuition waiver
16 benefits under this Section.
17 (d) No full tuition discount partial tuition waiver
18 offered or allocated to any eligible applicant in accordance
19 with the provisions of this Section shall be charged against
20 any tuition waiver limitation established by the Illinois
21 Board of Higher Education.

26 Section 45. The Western Illinois University Law is
27 amended by changing Section 35-90 as follows:

31 (a) As used in this Section, "Illinois college or
32 university" means any of the following: the University of

12 aggregate period of at least 7 years. "Retired employee"
13 means a person receiving a retirement or disability
14 retirement annuity under the Illinois Pension Code based on
15 at least 7 years of service with one or more than one
16 Illinois college or university, including a person who
17 already is receiving such an annuity on the effective date of
18 this amendatory Act of the 92nd General Assembly. To be
19 eligible to receive a full tuition discount partial tuition
20 waiver, the child of any such an employee of an Illinois
21 college or university (i) must be under the age of 25 at the
22 commencement of the academic year during which the full
23 tuition discount partial tuition waiver is to be effective,

11 Section 99. Effective date. This Act takes effect upon
