1 AN ACT concerning economic opportunities.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Illinois Human Resource Investment
5 Council Act is amended by changing Section 4.5 as follows:
6 (20 ILCS 3975/4.5)
7 Sec. 4.5. Duties.
8 (a) The Council shall recommend a comprehensive set of
9 workforce preparation and development goals and
10 implementation strategies for the development and
11 coordination of the human resource system within the State to
12 the General Assembly and the Governor. The Council shall
13 annually review these priority goals and strategies and
14 recommend revisions as may be necessary. Any goals or
15 strategies adopted by the Council prior to the effective date
16 of this amendatory Act of 1997 shall be deemed temporarily
17 adopted until such time as the General Assembly ratifies such
18 goals and strategies with the passage of a joint resolution.
19 Any such temporarily adopted goals and strategies that are
20 not ratified by the General Assembly by joint resolution
21 within 7 months after the effective date of this amendatory
22 Act of 1997 are deemed revoked.
23 (b) The Council shall advise the General Assembly and
24 the Governor on the development, implementation, and
25 coordination of State and local standards and measures
26 relating to applicable federal human resource programs. For
27 these purposes, applicable federal human resource programs
28 means any program from among the following that the General
29 Assembly, the Governor, and the head of the State agency
30 responsible for the administration of the program jointly
31 agree to include within the jurisdiction of the Human

2 Act, the Carl D. Perkins Vocational and Applied Technology
3 Education Act, the National and Community Service Act of
4 1990, the Adult Education Act, the Wagner-Peyser Act, part F
5 of Title IV of the Social Security Act, and the employment
6 program established under Section 6(d)(4) of the Food Stamp
7 Act of 1977 or subsequent federal programs or block grants
8 designed for education and employment related services.
9 (c) The Council shall be responsible for the overall
10 identification of human investment needs and priorities for
11 workforce preparation in the State and shall recommend to the
12 General Assembly and the Governor the goals for meeting these
13 needs. The Council shall coordinate the establishment of
14 advisory statewide performance goals for workforce
15 preparation programs as well as a statewide framework for
16 workforce preparation program evaluation.
17 (d) The Council shall continuously monitor and evaluate
18 new federal and State legislative proposals and shall make
19 recommendations concerning their implementation. Newly
20 enacted laws shall be evaluated and recommendations made
21 concerning their integration within the existing workforce
22 preparation system.
23 (e) The Council shall advocate the establishment of
24 standard terms to promote understanding, planning,
25 coordination, and evaluation of workforce preparation
26 programs and services at the State and federal levels.
27 (f) Other duties of the Council shall include
28 recommending to relevant agencies and to the General Assembly
29 and the Governor, with respect to applicable Federal human
30 resource programs and others, the provision of services and
31 the use of funds and resources for workforce preparation
32 services.
33 (g) Nothing in this Act shall be construed to require or
34 allow the Council to assume or supersede the statutory

1 authority granted to, or impose any duties or requirements
2 on, the State Board of Education, the Board of Higher
3 Education, the Illinois Community College Board, any State
4 agencies created under the Civil Administrative Code of
5 Illinois, or any local education agencies.
6 (h) The Human Resource Investment Council shall assume
7 the duties of a State job training coordinating council
8 pursuant to Sections 121 and 317 of the federal Job Training
9 Partnership Act.
10 (i) The Human Resource Investment Council is further
11 charged with the task of deliberating the desirability of
12 establishing itself as a body independent of any other State
13 agency or organization. Issues to be considered in those
14 deliberations include, but are not limited to, the costs
15 associated with establishing a new organization, staffing and
16 other personnel issues, and consolidation of other councils
17 into the Human Resource Investment Council. The Council
18 shall issue a report on its discussions and make
19 recommendations to the General Assembly and the Governor on
20 whether and how to proceed.
21 (j) The Council must market and track the economic
22 development opportunities offered to women and compare those
23 opportunities to the opportunities offered to men.
