 1        AN ACT concerning enterprise zones.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The Illinois Enterprise Zone Act is amended
 5    by adding Section 4.1 as follows:

 6        (20 ILCS 655/4.1 new)
 7        Sec. 4.1.  Waukegan, North Chicago, and  Zion  Enterprise
 8    Zone.    Notwithstanding any other provision of this Act, the
 9    corporate authorities of Waukegan, North  Chicago,  and  Zion
10    may  by  ordinance  designate the territorial jurisdiction of
11    Waukegan, North Chicago,  and  Zion  as  an  enterprise  zone
12    having  all  of  the  rights  and  privileges  of  any  other
13    enterprise  zone  created under this Act.  An enterprise zone
14    created  under  this  Section  shall  not   be   counted   in
15    determining  the  number of enterprise zones to be created in
16    any year under Section 5.3 of this Act.
