3 replacing lines 1 through 6 with the following:
4 "members, 3 to be members of the Senate appointed by the

6 appointed by the Senate Minority Leader, 3 to be members of
7 the House of Representatives appointed by the Speaker of the
8 House, 2 to be members of the House of Representatives
