1 AN ACT concerning Pet Friendly license plates.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The State Finance Act is amended by adding
5 Section 5.545 as follows:
6 (30 ILCS 105/5.545 new)
7 Sec. 5.545. The Pet Overpopulation Control Fund.
8 Section 10. The Illinois Vehicle Code is amended by
9 adding Section 3-648 as follows:

11 Sec. 3-648. Pet Friendly license plates.
12 (a) The Secretary, upon receipt of an application made
13 in the form prescribed by the Secretary, may issue special
14 registration plates designated as Pet Friendly license
15 plates. The special plates issued under this Section shall
16 be affixed only to passenger vehicles of the first division,
17 motor vehicles of the second division weighing not more than
18 8,000 pounds, and recreational vehicles as defined in Section
19 1-169 of this Code. Plates issued under this Section shall
20 expire according to the multi-year procedure established by
21 Section 3-414.1 of this Code.
22 (b) The design and color of the plates is wholly within
23 the discretion of the Secretary, except that the phrase "I am
24 pet friendly" shall be on the plates. The Secretary may allow
25 the plates to be issued as vanity plates or personalized
26 plates under Section 3-405.1 of the Code. The Secretary
27 shall prescribe stickers or decals as provided under Section
28 3-412 of this Code.
29 (c) An applicant for the special plate shall be charged

1 a $40 fee for original issuance in addition to the
2 appropriate registration fee. Of this additional fee, $25
3 shall be deposited into the Pet Overpopulation Control Fund
4 and $15 shall be deposited into the Secretary of State
5 Special License Plate Fund, to be used by the Secretary to
6 help defray the administrative processing costs.
7 For each registration renewal period, a $27 fee, in
8 addition to the appropriate registration fee, shall be
9 charged. Of this additional fee, $25 shall be deposited into
10 the Pet Overpopulation Control Fund and $2 shall be deposited
11 into the Secretary of State Special License Plate Fund.
12 (d) The Pet Overpopulation Control Fund is created as a
13 special fund in the State treasury. All moneys in the Pet
14 Overpopulation Control Fund shall be paid, subject to
15 appropriation by the General Assembly and approval by the
16 Secretary, as grants to humane societies exempt from federal
17 income taxation under Section 501(c)(3) of the Internal
18 Revenue Code to be used solely for the humane sterilization
19 of dogs and cats in the State of Illinois. In approving
20 grants under this subsection (d), the Secretary shall
21 consider recommendations for grants made by a volunteer board
22 appointed by the Secretary that shall consist of 5 Illinois
23 residents who are officers or directors of humane societies
24 operating in different regions in Illinois.
