1 SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate wish to
3 express their sincere condolences to the family and friends
4 of David Clark Leach, Jr., who recently passed away; and
5 WHEREAS, David Leach was born on January 27, 1925; he was
6 a graduate of New Trier High School and received his Business
7 Administration degree from Northwestern University; and
8 WHEREAS, Mr. Leach served in the United States Navy for
9 twenty years; he was the Executive Officer of the USS
10 Murrelet from 1950 to 1953, serving one year in Korea where
11 his unit won a Navy Unit Commendation and three battle stars
12 for combat mine sweeping operations; he also served as the
13 Commanding Officer of the USS Farmington, Executive Officer
14 of the USS Powell, and Commanding Officer of the USS Washoe
15 County; he later served at the Ninth Naval District in Great
16 Lakes, Illinois; upon his retirement from the Navy he had
17 attained the rank of Lieutenant Commander; and
18 WHEREAS, Mr. Leach was a member of the Sheridan Shore
19 Yacht Club, where he was editor of the newsletter for the
20 club and the Arrow Sailing Fleet; he also served as the
21 Chairman of the Race Committee;and
22 WHEREAS, David Leach was the Director of Management
23 Services for the Village of Wilmette for thirty-two years; he
24 was the editor and writer of The Communicator, the Wilmette
25 newsletter; he also did purchasing, budgeting, developed the
26 capital improvement program and the Glenview water contract;
27 and was known as an authority on Wilmette history; and
28 WHEREAS, The passing of David Leach will be felt by all
29 who knew him, especially his nephews, Edward and David Greer;
30 his friends at the Wilmette Village Hall, and his friends at
31 the Sheridan Shore Yacht Club; therefore, be it

1 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL
2 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with
3 all who knew him, the death of David Clark Leach, Jr., of
4 Wilmette, Illinois; and be it further
5 RESOLVED, That a suitable copy of this resolution be
6 presented to a representative of the Wilmette Village
7 government.
