6 WHEREAS, Medical and technological advancements are
7 continually bringing scientific procedures close to the point
8 when human cloning is possible; and
9 WHEREAS, The ethical and medical consequences of human
10 cloning in our society are uncertain; and
11 WHEREAS, Opponents of human cloning see it as immoral
12 and an affront to nature, while proponents feel human cloning
13 is a noteworthy technological breakthrough with promising
14 medical applications; and
15 WHEREAS, The federal government has placed a ban on the
16 use of federal funds for human cloning research; and
17 WHEREAS, Many states have also placed a moratorium on
18 human cloning research; and
19 WHEREAS, It is in the best interest of the citizens of
20 Illinois to gather more information on the issue of human
21 cloning, including the cloning of human tissues, organs, and
22 body parts; therefore, be it
23 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL
24 ASSEMBLY OF THE STATE OF ILLINOIS, that the University of
25 Illinois shall issue a report to the General Assembly on the
26 potential consequences of the cloning of human beings,
27 including the cloning of human tissues, organs, and body
28 parts; and be it further

1 RESOLVED, That the report shall consider views
2 represented by the fields of medicine, religion,
3 biotechnology, genetics, law, and bioethics; and be it
4 further
5 RESOLVED, That the report shall also consider opinions
6 of the general public; and be it further
7 RESOLVED, That the report shall include a review and
8 evaluation of current and past public policy and research
9 related to human genetics; and be it further
10 RESOLVED, That the University of Illinois may consult
11 with other State agencies, as needed, in completing this
12 report; and be it further
13 RESOLVED, That the report shall be presented to the
14 General Assembly and to the Governor no later than January 9,
15 2001.
