1 AN ACT to amend the Illinois Public Aid Code by adding
2 Section 9A-11.2.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Public Aid Code is amended by
6 adding Section 9A-11.2 as follows:
7 (305 ILCS 5/9A-11.2 new)
8 Sec. 9A-11.2. Child care training center pilot programs.
9 (a) In this Section, "work supplement program" means a
10 program under which the State reserves all or part of the
11 amounts that would be payable as benefits to recipients and
12 uses those amounts to provide and subsidize jobs for the
13 recipients.
14 (b) The Illinois Department shall establish 4 pilot
15 programs in which the Illinois Department shall certify day
16 care facilities licensed under the Child Care Act of 1969 as
17 training centers that offer training and certification for
18 recipients in basic skills, child care, child-care vendor
19 entrepreneurial training, and early childhood education. The
20 Illinois Department shall determine the pilot sites, with at
21 least one site in an urban area and at least one site in a
22 rural area.
23 (c) The Illinois Department shall cooperate with the
24 Department of Children and Family Services in the adoption of
25 rules under this Section. The Illinois Department may not
26 adopt a rule under this Section that conflicts with a rule of
27 the Department of Children and Family Services.
28 (d) The Illinois Department shall award a contract to a
29 child care facility to act as a training center based on:
30 (1) the level of training of the facility's staff;
31 and

1 (2) the history of the facility in delivering
2 high-quality care.
3 (e) The child care subsidy for a person who participates
4 in training through a pilot program and who qualifies for a
5 subsidy for the person's child shall be paid directly to the
6 facility. The facility may not count such a person in the
7 facility's child-to-staff ratio.
8 (f) A recipient may qualify to participate in training
9 through a pilot program by applying to the Illinois
10 Department and:
11 (1) providing proof of possession of a high school
12 diploma or the equivalent or enrollment in a program
13 leading to a high school diploma or the equivalent;
14 (2) demonstrating possession of general skills and
15 competence, as determined by Illinois Department rule;
16 and
17 (3) demonstrating, to the satisfaction of the
18 Illinois Department, a long-term commitment to the early
19 childhood care profession.
20 (g) Funding for a person who participates in training
21 through a pilot program shall be provided through a work
22 supplement program for 12 months. The Illinois Department
23 may provide additional funding for the person to participate
24 in training through the pilot program for an additional 12
25 months.
26 (h) The Illinois Department may also provide funding for
27 a person who participates in training through a pilot program
28 to:
29 (1) complete the person's Child Development
30 Associate national credential, Certified Child-Care
31 Professional Credential, or other child care
32 certification, as determined by the Illinois Department;
33 (2) participate in ongoing interactive training;
34 and

1 (3) provide start-up grants and loans to establish
2 the person's own child-care business.
3 (i) A facility that provides training through a pilot
4 program must maintain a mentor relationship with each person
5 who participates in training through the program at the
6 facility. A person who participates in training at a
7 facility may be required to participate in additional
8 training programs after the date the person completes the
9 pilot program.
10 (j) The child of a person who participates in training
11 through a pilot program is entitled to the same discounted
12 rate for child care services at the facility in which the
13 person is participating in training that the facility offers
14 to the facility's employees. The child care subsidy provided
15 for the person's child shall be paid to the facility in which
16 the person is participating in training at the rate that the
17 facility offers to the facility's employees. The money saved
18 by the Illinois Department under this subsection may be used
19 by the Illinois Department to administer the pilot program
20 established under this Section.
21 (k) The Illinois Department shall adopt rules that
22 establish eligibility criteria for a facility to participate
23 in a pilot program and provide requirements for
24 implementation of the pilot program.
25 Section 99. Effective date. This Act takes effect
26 January 1, 2001.
