1 AN ACT concerning disclosure of medical changes.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Medical Practice Act of 1987 is amended
5 by adding Section 28.1 as follows:
6 (225 ILCS 60/28.1 new)
7 Sec. 28.1. Disclosure of charges. A physician licensed
8 under this Act must disclose the amount of charges, which
9 must be at least equal to 90% of the final charges, before
10 requesting authorization by the patient for a treatment plan.
11 A treatment plan includes all services other than the basic
12 brief office consultation charge. This disclosure must also
13 include a yes or no statement as to whether the physician's
14 agreement with the patient's health plan includes a patient
15 hold-harmless provision. A physician must not require a
16 patient to sign a guarantee of payment prior to treatment if
17 the patient is covered by a plan with which the provider has
18 signed a patient hold-harmless agreement.
19 Section 10. The Medical Patient Rights Act is amended by
20 adding Section 3.3 as follows:

22 Sec. 3.3. Disclosure of charges. A physician licensed
23 under the Medical Practice Act of 1987 must disclose the
24 amount of charges, which must be at least equal to 90% of the

6 Section 99. Effective date. This Act takes effect upon
7 becoming law.
