1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are pleased to honor milestones in the lives
4 of Illinois citizens; and
5 WHEREAS, Joe Schmitz, President of Exchange Bank in
6 Gardner, Illinois, will retire on May 5, 2000; he began his
7 career in banking in 1976 as the Assistant Vice President and
8 Marketing Director of the First National Bank of Morris; in
9 1978 he was promoted to Vice President; in 1986 he took over
10 the responsibilities of Retail Bank Manager; in 1989 he
11 became President and CEO of Exchange Bank; and
12 WHEREAS, Joe Schmitz was born and raised in Streator,
13 Illinois; he graduated from St. Anthony's Grade School and
14 Streator High School; he spent four years serving his country
15 in the United States Navy; in 1965 he married Carol Mertel of
16 Deer Park, Illinois; and
17 WHEREAS, Joe Schmitz is a 1979 graduate of the ABA/Bank
18 Marketing School at the University of Colorado, and a 1983
19 graduate of the Graduate School of Banking at the University
20 of Wisconsin; and
21 WHEREAS, Joe Schmitz has always believed in serving in
22 the community, and has done so with involvement with the
23 Grundy County United Fund Board from 1978 to 1982, serving as
24 treasurer for four years and as Drive Chairman in 1977; he
25 founded Operation St. Nick in 1979, and today serves as the
26 President; for seven years he coached little league baseball;
27 for nine years he coached girls softball, and led his team to
28 the Colt World Series Championship twice; and
29 WHEREAS, Joe Schmitz was a charter board member of Morris
30 Area Leisure Services; he served on the Immaculate Conception
31 School board, and served as President of the P.T.C. for two

1 years; he served on the board of the Grundy Community
2 Hospice, and served as treasurer for three years; he was a
3 charter board member of the Illinois Transplant Fund; he
4 served on the Board of Directors for Crime Stoppers for three
5 years; he was treasurer of the Grundy County Heart Fund four
6 years; he was a board member of the Grundy County Chamber of
7 Commerce for six years; and he served as treasurer and board
8 member of the Korean/Vietnam Memorial from 1988 to 1991; and
9 WHEREAS, Mr. Schmitz received the Grundy County Man of
10 the Year award in 1974, the 1996 Gardner Community
11 Involvement award, which has become an annual award named in
12 his honor, and he was named Citizen of the Year in 1997 by
13 the Morris Lions Club; and
14 WHEREAS, Mr. Schmitz currently serves as a lector at
15 Immaculate Conception Church, as President of Operation St.
16 Nick, as a board member of the Morris Community Foundation
17 and the Grundy County State's Attorney Crime Victims Relief
18 Fund, as Chairman of the Gardner Industrial Development
19 Committee, as Vice President of the Morris Police Pension
20 Board, as a member of the Fraternal Order of Eagles, the
21 Knights of Columbus, the Moose Lodge, and the American Legion
22 Post, all located in Morris, Illinois; and
23 WHEREAS, Together with his wife, Carol, his three
24 children, Tad, Jeni, and Karla, and his three grandchildren,
25 Brandon, Joshua, and Emily, Mr. Schmitz has a full agenda
26 planned upon his retirement; he will be traveling and
27 visiting family, including his mother, brothers, and his
28 sister; therefore, be it
29 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
30 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
31 we congratulate Mr. Joe Schmitz on his retirement; and be it
32 further

1 RESOLVED, That a suitable copy of this resolution be
2 presented to Mr. Joe Schmitz.
