1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are pleased to honor milestones in the lives
4 of citizens of the State of Illinois; and
5 WHEREAS, Joseph Border, Sr. was named "Mason of the
6 Decade" at a dinner held at Centralia Masonic Lodge 201 on
7 January 18, 2000; Worshipful Master Stanley Ferguson welcomed
8 everyone to the dinner, and past high priest Everett Campbell
9 served as master of ceremonies; dinner was provided by the
10 Faith Court 28 Order of the Amaranth, with the Rainbow Girls
11 helping to serve the meal; and
12 WHEREAS, "Words of Praise in the Fashion of a Roast" was
13 held after dinner; most worshipful grand master for the State
14 of Illinois Ancient Free and Accepted Masons, J. Garri Burr,
15 was the honored speaker for the evening; he presented Joseph
16 Border, Sr. with a plaque naming him "Mason of the Decade";
17 and
18 WHEREAS, Joseph Border, Sr. is a 32-degree Mason; he has
19 been a member of the Centralia Lodge since 1951, and is a
20 life member; in 1990, 1992, and 1999 he served as master,
21 being recognized as the only brother to have accomplished
22 this in the last century; Joseph Border, Sr. and his son, Joe
23 Border, Jr., are the only father and son masters combination
24 in Centralia in the last century as well; and
25 WHEREAS, Joseph Border, Sr. served on the Grand Master's
26 Committee for Illinois Drug and Alcohol Abuse; he is a life
27 member of Washington Lodge 55 in Nashville, Illinois,
28 Centralia Lodge 93, Vandalia Lodge 28, Salem Council 97,
29 Vandalia Comandary 23, Kych Priory 11, and Knight Masons 43;
30 he is an honorary member of Odin Masonic Lodge, Vandalia
31 Lodge, Jackson, Tennessee Lodge, and Silver Trowel of
32 Kentucky and Georgia; he is a member of York Rite College 33;

1 he is a member of Ainad Shrine, where he serves as President
2 of the Centralia Shrine Club and the Beni Kadem Motor Patrol;
3 and he serves as district deputy high priest of Grand Chapter
4 7th North, Easter Star, and Amaranth; and
5 WHEREAS, Joseph Border, Sr. recently received the Lyle R.
6 Melvin Award of the Grand Chapter, at a meeting held in
7 Decatur, Illinois; and
8 WHEREAS, Joseph Border, Sr. is a resident of Central
9 City, where he lives with wife, Ethel; they have three
10 children, Joseph Border, Jr., Connie Lee, and Jennifer
11 Watkins; they have two grandchildren, Joseph and Nicholas
12 Watkins; Mr. Borders has been a member of the Central City
13 Baptist Church for 51 years and is retired from the railroad;
14 therefore, be it
15 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17 we congratulate Joseph Border, Sr. on being named "Mason of
18 the Decade"; and be it further
19 RESOLVED, That a suitable copy of this resolution be
20 presented to Joseph Border, Sr.
