1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are pleased to recognize milestones in the
4 lives of citizens of the State; and
5 WHEREAS, Phyllis Rames, organizer of the program
6 "Partners in Reading" in Vandalia, Illinois, will be honored
7 with a Governor's Home Town Award this year; and
8 WHEREAS, Partners in Reading was introduced into the
9 Vandalia Elementary Schools in 1995; it had been discussed as
10 early as 1990 by teachers in the Washington Elementary
11 School; Mrs. Pamela Baker began utilizing a version of a
12 program called "Everybody Wins", developed by Arthur
13 Tannenbaum, of the Washington, D.C. schools; and
14 WHEREAS, The program asks volunteers from the community
15 to spend 35 to 45 minutes during the school lunchtime reading
16 and sharing time with an individual student; in 1997 the
17 program extended to Lincoln and Jefferson Elementary schools
18 and to nearby Ramsey Elementary in Ramsey, Illinois; and
19 WHEREAS, Community response has been overwhelming for the
20 program; volunteers get to know their young charges, and many
21 have made friends and extended their personal involvement
22 beyond the school; Partners in Reading truly deserves to be
23 recognized for changing lives in the community; therefore, be
24 it
25 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
26 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
27 we congratulate Phyllis Rames and Partners in Reading for
28 being honored with a Governor's Home Town Award; and be it
29 further
30 RESOLVED, That a suitable copy of this resolution be
31 presented to Phyllis Rames and the many dedicated volunteers
