1 AN ACT to amend the Illinois Vehicle Code by changing
2 Section 11-701.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Vehicle Code is amended by
6 changing Section 11-701 as follows:
7 (625 ILCS 5/11-701) (from Ch. 95 1/2, par. 11-701)
8 Sec. 11-701. Drive on right side of roadway - Exceptions.
9 (a) Upon all roadways of sufficient width a vehicle
10 shall be driven upon the right half of the roadway, except as
11 follows:
12 1. When overtaking and passing another vehicle
13 proceeding in the same direction under the rules governing
14 such movements;
15 2. When an obstruction exists making it necessary to
16 drive to the left of the center of the roadway; provided, any
17 person so doing shall yield the right-of-way to all vehicles
18 traveling in the proper direction upon the unobstructed
19 portion of the roadway within such distance as to constitute
20 an immediate hazard;
21 3. Upon a roadway divided into 3 marked lanes for
22 traffic under the rules applicable thereon;
23 4. Upon a roadway restricted to one way traffic;
24 5. Whenever there is a single track paved road on one
25 side of the public highway and 2 vehicles meet thereon, the
26 driver on whose right is the wider shoulder shall give the
27 right-of-way on such pavement to the other vehicle.
28 (b) Upon a 2 lane roadway, providing for 2-way movement
29 of traffic, a all roadways any vehicle proceeding at less
30 than the normal speed of traffic at the time and place and
31 under the conditions then existing shall be driven in the

1 right-hand lane available for traffic, or as close as
2 practicable to the right hand curb or edge of the roadway,
3 except when overtaking and passing another vehicle proceeding
4 in the same direction or when preparing for a left turn at an
5 intersection or into a private road or driveway.
6 (c) Upon any roadway having 4 or more lanes for moving
7 traffic and providing for 2-way movement of traffic, no
8 vehicle shall be driven to the left of the center line of the
9 roadway, except when authorized by official traffic-control
10 devices designating certain lanes to the left side of the
11 center of the roadway for use by traffic not otherwise
12 permitted to use such lanes, or except as permitted under
13 Subsection (a) 2. However, this Subsection shall not be
14 construed as prohibiting the crossing of the center line in
15 making a left turn into or from an alley, private road or
16 driveway.
17 (d) Upon a multilane roadway, other than a controlled
18 access highway, a vehicle shall be driven in the right hand
19 lane available, except when overtaking and passing another
20 vehicle. When safe to do so, the passing vehicle shall
21 return to the right hand lane available. No vehicle shall be
22 driven to the left of another vehicle for such an excessive
23 length of time as to obstruct the normal flow of traffic.
24 This subsection does not prohibit a vehicle to be driven in
25 the left hand lane when preparing to make a left turn.
26 (e) Upon a rural controlled access highway, a vehicle
27 shall be driven in the right hand lane available, except when
28 overtaking and passing another vehicle. When safe to do so,
29 the passing vehicle shall return to the right hand lane
30 available. No vehicle shall be driven to the left of another
31 vehicle for an excessive length of time that obstructs the
32 normal flow of traffic.
33 (f) Subsections (d) and (e) of this Section shall not
34 apply:

1 (1) when traffic conditions and congestion make it
2 impractical to drive in the right lane;
3 (2) when snow and other inclement weather
4 conditions make it necessary to drive in the left lane;
5 (3) when obstructions or hazards exist in the right
6 lane;
7 (4) when highway design is such that a vehicle must
8 be driven in the left lane when preparing to exit; or
9 (5) to law enforcement vehicles engaged in official
10 duties.
