1 AN ACT concerning vehicles, amending named Acts.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The State Finance Act is amended by adding
5 Section 5.490 as follows:
6 (30 ILCS 105/5.490 new)
7 Sec. 5.490. The Boy Scout and Girl Scout Fund.
8 Section 10. The Illinois Vehicle Code is amended by
9 adding Section 3-645 as follows:

11 Sec. 3-645. Boy Scout and Girl Scout license plates.
12 (a) The Secretary, upon receipt of an application made
13 in the form prescribed by the Secretary, may issue special
14 registration plates designated to be Boy Scout and Girl Scout
15 plates. The special plates issued under this Section shall
16 be affixed only to passenger vehicles of the first division
17 or motor vehicles of the second division weighing not more
18 than 8,000 pounds. Plates issued under this Section shall
19 expire according to the multi-year procedure established by
20 Section 3-414.1 of this Code.
21 (b) The design and color of the plates shall be wholly
22 within the discretion of the Secretary. Appropriate
23 documentation, as determined by the Secretary, shall
24 accompany the application.
25 (c) An applicant shall be charged a $40 fee for original
26 issuance in addition to the appropriate registration fee, if
27 applicable. Of this fee, $25 shall be deposited into the Boy
28 Scout and Girl Scout Fund as created by this Section and $15
29 shall be deposited into the Secretary of State Special

1 License Plate Fund to be used by the Secretary to help defray
2 the administrative processing costs. For each registration
3 renewal period a $27 fee, in addition to the appropriate
4 registration fee, shall be charged. Of this fee, $25 shall
5 be deposited into the Boy Scout and Girl Scout Fund and $2
6 shall be deposited into the Secretary of State Special
7 License Plate Fund.
8 (d) The Boy Scout and Girl Scout Fund is created as a
9 special fund in the State treasury. All money in the Boy
10 Scout and Girl Scout Fund shall be paid, subject to
11 appropriation by the General Assembly and approval by the
12 Secretary, as grants to the Boys Scouts of America and the
13 Girl Scouts of America.
