1 SENATE RESOLUTION
2 WHEREAS, The members of the Senate were saddened to learn
3 of the death of Mrs. Oma C. Bartscht of Shelbyville on
4 Wednesday, April 16, 1997; and
5 WHEREAS, She was born in Pana on August 27, 1917, the
6 daughter of Walter and Cecilia Lamb Chastain; she married
7 Charles R. Bartscht on June 5, 1941; and
8 WHEREAS, Mrs. Bartscht was an active and dedicated member
9 of the Shelbyville community; she became an insurance agent
10 at the age of sixty and was well known for her radio show on
11 WSHY and newspaper column in the Daily Union; and
12 WHEREAS, A lifetime member of the First United Methodist
13 Church, she was a charter member of the United Methodist
14 Women and was active in the Sunday School program; and
15 WHEREAS, Oma Bartscht was active in the Shelby Memorial
16 Hospital Auxiliary for twenty years and served as president
17 and also as district president and member of the State Board
18 of Hospital Auxiliaries; she was awarded a 1,000 hour pin for
19 her volunteerism; and
20 WHEREAS, A member of the Shelby County Home Extension for
21 forty years, Oma Bartscht served on the council and was
22 active as a 4-H committee member and leader for the Findlay
23 Stitch-in-Time 4-H; and
24 WHEREAS, She served at the county, district, and State
25 levels of the American Cancer Society, and was also
26 affiliated with the Lioness Club, the American Business
27 Women's Association, and the Women of the Moose Lodge; and
28 WHEREAS, Oma Bartscht leaves a legacy of community
29 involvement and civic concern that will long inspire the
30 citizens of this State; and

1 WHEREAS, Her passing will be deeply felt by her family
2 and friends, especially her husband, Charles; her daughters,
3 Charla Fischbach and Cheryl Ellison; her sons-in-law, Richard
4 Fischbach and Terry Ellison; her sisters, Hester Allard, Ada
5 Hardy, and Velma Jackson; and her grandchildren, Christopher
6 and Craig Ellison; therefore, be it
7 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
8 OF THE STATE OF ILLINOIS, that we note with sorrow and regret
9 the death of Mrs. Oma Bartscht and extend our sincere
10 condolences to her family and friends; and be it further
11 RESOLVED, That a suitable copy of this resolution be
12 presented to her husband, Charles R. Bartscht.
