1 SENATE RESOLUTION
2 WHEREAS, The members of the Senate were saddened to learn
3 of the death of Mrs. Frances I. Wilkins of Prairie View on
4 January 23, 1997; and
5 WHEREAS, She was born in Cullom on October 3, 1925, the
6 oldest of 14 children, and had been a resident of Prairie
7 View for the past 50 years; and
8 WHEREAS, An employee of the Vernon Township Office for
9 the past 23 years, Mrs. Wilkins was a trustee for the Vernon
10 Fire Board and an active member of the Lake County Republican
11 Party; and
12 WHEREAS, She was past president of American Auxiliary
13 Post 1247, a founding member of St. Mary of Vernon Catholic
14 Church, former secretary of School Board District 103, a
15 former officer in the Lake County Cancer Society, and a
16 founder of the Vernon Area Public Library; and
17 WHEREAS, Mrs. Wilkins had also been a columnist for the
18 Vernon Town Crier; and
19 WHEREAS, Mrs. Wilkins leaves a legacy of community
20 involvement that will long inspire the citizens of this
21 State; she will be deeply missed by her family and friends,
22 especially her husband, Carl; her daughters, Ruth, Sheila,
23 and Margaret; her sons, Carl, Mark, and John; her son-in-law,
24 Marvin Winsky; her daughters-in-law, Tammie and Tracey; her
25 brothers, Jack, Merile, Arthur, Wendell, and Richard Gassler;
26 her sisters, Phyllis Mortz, Sharon McCoy, Ruth Heideman, and
27 Gloria Biagini; her grandchildren, Sabrina, Aaron, Mellissa,
28 Nicole, Carolyn, Megan, Betty Jo, Tiffany, Justin, Ashley,
29 and Kevin; and her aunt, Madeline Koener; therefore, be it
30 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
31 OF THE STATE OF ILLINOIS, that we note with sorrow and regret

1 the death of Mrs. Frances I. Wilkins and extend our sincere
2 condolences to her family and friends; and be it further
3 RESOLVED, That a suitable copy of this resolution be
4 presented to her husband, Carl Wilkins.
