4 Senate Joint Resolution No. 64
5 Offered by Senator Dan Cronin
6 WHEREAS, The 90th General Assembly of the State of
7 Illinois has adopted Senate Joint Resolution 52, submitting a
8 proposition to amend the Illinois Constitution to the voters
9 of Illinois at the November 1998 general election; and
10 WHEREAS, The Illinois Constitutional Amendment Act (5
11 ILCS 20/) requires the General Assembly to prepare a brief
12 explanation of the amendment, a brief argument in favor of
13 the amendment, a brief argument against the amendment, and
14 the form in which the amendment will appear on the ballot and
15 also requires that this information be submitted to the
16 Attorney General and filed with the Office of the Secretary
17 of State for publication and distribution to the electorate;
18 therefore, be it
19 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
20 OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
21 CONCURRING HEREIN, that the Joint Committee on the Courts
22 Commission Amendment is created; and be it further
23 RESOLVED, That the Joint Committee shall consist of 8
24 legislative members, 2 each appointed by the President of the
25 Senate, the Minority Leader of the Senate, the Speaker of the
26 House of Representatives, and the Minority Leader of the
27 House of Representatives; and be it further
28 RESOLVED, That the President of the Senate and the
29 Speaker of the House shall each designate one member to serve
30 as co-chairs of the Joint Committee; and be it further
31 RESOLVED, That the Joint Committee, pursuant to the
32 Illinois Constitutional Amendment Act, shall direct the

1 preparation of a brief explanation of the amendment, a brief
2 argument in favor of the amendment, a brief argument against
3 the amendment, and the form in which the amendment will
4 appear on its separate ballot as provided by Section 16-6 of
5 the Election Code (10 ILCS 5/16-6); and be it further
6 RESOLVED, That the Joint Committee shall file a report
7 with the Secretary of the Senate and the Clerk of the House
8 of Representatives prior to the adjournment of the Regular
9 Session of the Ninetieth General Assembly of the State of
10 Illinois; and be it further
11 RESOLVED, That the report on the amendment shall contain:
12 (i) a brief explanation of the amendment; (ii) a brief
13 argument in favor of the amendment; (iii) a brief argument
14 against the amendment; and (iv) the form in which the
15 amendment will appear on the ballot; and be it further
16 RESOLVED, That the two houses shall adopt the report on
17 the amendment by a vote of a majority of the members elected
18 to the two houses; after resolving any disputes as to the
19 contents of the report, the report and the proposed amendment
20 shall then be submitted to the Attorney General and filed in
21 the Office of the Secretary of State.
