1 AN ACT making appropriations to the Illinois Student
2 Assistance Commission.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The following amounts, or so much of those
6 amounts as may be necessary, respectively, are appropriated
7 to the Illinois Student Assistance Commission for its
8 ordinary and contingent expenses:
9 For Administration
10 For Personal Services......................... $ 2,281,700
11 For Employee Retirement Contributions
12 Paid by Employer............................. 91,300
13 For State Contributions to State
14 Employees Retirement System.................. 217,400
15 For State Contributions to
16 Social Security.............................. 174,500
17 For Contractual Services...................... 2,064,700
18 For Travel.................................... 31,400
19 For Commodities............................... 32,000
20 For Printing.................................. 95,000
21 For Equipment................................. 18,500
22 For Telecommunications........................ 138,000
23 For Operation of Auto Equipment............... 6,000
24 Total $5,150,500
25 Section 10. The sum of $135,000, or so much of that
26 amount as may be necessary, is appropriated from the General
27 Revenue Fund to the Illinois Student Assistance Commission
28 for costs associated with administration of the Illinois
29 Higher EdNet, a clearinghouse for post-secondary education
30 financial aid information.

1 Section 15. The sum of $100,000, or so much thereof as
2 may be necessary, is appropriated to the Illinois Student
3 Assistance Commission from the Higher EdNet Fund for costs
4 associated with administration of the Illinois Higher EdNet,
5 a clearinghouse for post-secondary education financial aid
6 information.
7 Section 20. The following named amounts, or so much
8 thereof as may be necessary, respectively, are appropriated
9 from the Education Assistance Fund to the Illinois Student
10 Assistance Commission for its ordinary and contingent
11 expenses:

20 Assistance Commission from the General Revenue Fund for
21 payment of grant awards to full-time and part-time students
22 eligible to receive such awards, as provided by law,
23 including up to $2,000,000 for transfer into the Monetary
24 Award Program Reserve Fund.
25 Section 35. The sum of $2,000,000, or so much thereof as
26 may be necessary, is appropriated to the Illinois Student
27 Assistance Commission from the Monetary Award Program Reserve
28 Fund for payment of grant awards to full-time and part-time
29 students eligible to receive such awards, as provided by law.
30 Section 40. The following named amounts, or so much
31 thereof as may be necessary, respectively, are appropriated

1 from the General Revenue Fund to the Illinois Student
2 Assistance Commission for the following purposes:
3 Grants and Scholarships
4 For payment of matching grants to Illinois
5 institutions to supplement scholarship
6 programs, as provided by law................. $ 1,000,000
7 For payment of Merit Recognition Scholarships
8 to undergraduate students under the Merit
9 Recognition Scholarship Program provided
10 for in Section 30 of the Higher Education
11 Student Assistance Act....................... 2,200,000
12 For the payment of scholarships to students
13 who are children of policemen or firemen
14 killed in the line of duty, or who are
15 dependents of correctional officers killed
16 or permanently disabled in the line of duty,
17 as provided by law........................... 150,000
18 For payment of Illinois National Guard and
19 Naval Militia Scholarships at State-controlled
20 universities and public community colleges
21 in Illinois to students eligible to receive
22 such awards, as provided by law.............. 3,900,000
23 For payment of military Veterans' scholarships
24 at State-controlled universities and at
25 public community colleges for students
26 eligible, as provided by law................. 22,000,000
27 For college savings bond grants to students
28 eligible to receive such awards.............. 420,000
29 For payment of minority teacher scholarships.. 2,200,000
30 For payment of David A. DeBolt Teacher Shortage
31 Scholarships................................. 1,445,800
32 For payment of Illinois Incentive for Access
33 grants, as provided by law................... 4,250,000

1 Section 45. The following named amounts, or so much
2 thereof as may be necessary, respectively, are appropriated
3 from the Education Assistance Fund to the Illinois Student
4 Assistance Commission for the following purposes:
5 Grants and Scholarships
6 For payment of grant awards to full-time and
7 part-time students eligible to receive such
8 awards, as provided by law................... $ 56,712,100
9 For payment of Illinois Incentive for Access
10 grants as provided by law.................... 4,250,000
11 Total $60,962,100
12 Section 50. The following sum, or so much thereof as may
13 be necessary, is appropriated from the Federal State Student
14 Incentive Trust Fund to the Illinois Student Assistance
15 Commission for the following purpose:
16 Grants
17 For payment of grant awards to full-time and
18 part-time students eligible to receive such
19 awards, as provided by law......................$1,498,000
20 Section 55. The sum of $188,000,000, or so much thereof
21 as may be necessary, is appropriated from the Student
22 Assistance Commission Student Loan Fund to the Illinois
23 Student Assistance Commission for distribution when necessary
24 as a result of guarantees of loans that are uncollectable or
25 for payments required under agreements with the United States
26 Secretary of Education.
27 Section 60. The sum of $150,000, or so much of that
28 amount as may be necessary, is appropriated from the Accounts
29 Receivable Fund to the Illinois Student Assistance Commission
30 for costs associated with the collection of delinquent
31 scholarship awards pursuant to the Illinois Collection Act of

1 1986.
2 Section 65. The following named amount, or so much
3 thereof as may be necessary, respectively, is appropriated
4 from the Federal Student Assistance Scholarship Fund to the
5 Illinois Student Assistance Commission for the following
6 purpose:
7 For payment of Robert C. Byrd
8 Honors Scholarships.............................$1,750,000
9 Section 70. The sum of $50,000, or so much thereof as
10 may be necessary, is appropriated to the Illinois Student
11 Assistance Commission from the University Grant Fund for
12 payment of grants for the Higher Education License Plate
13 Program, as provided by law.
14 Section 99. Effective date. This Act takes effect July
15 1, 1998.
