Makes appropriations for FY99 to the Board of Higher
Education and the Illinois Mathematics and Science Academy
for operations and grants, to the Department of Public Health
for a medical scholarship program, and to the Illinois
Community College Board and the boards of trustees of public
universities for technology infrastructure improvements.
Also makes reappropriations from the Capital Development Fund
to the Illinois Community College Board and the boards of
trustees of public universities for technology infrastructure
improvements and to the boards of trustees of Eastern
Illinois University and Northern Illinois University for
enumerated projects. Effective July 1, 1998.

1 AN ACT making appropriations for education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The following named amounts, or so much
5 thereof as may be necessary, respectively, for the objects

3 Section 30. The amount of $15,000,000, or so much
4 thereof as may be necessary, is appropriated from the Capital
5 Development Fund to the Board of Higher Education for
6 distribution as grants authorized by the Higher Education
7 Cooperation Act to support a statewide
8 telecommunications-based instructional delivery system. No
9 grants shall be made from the appropriation made in this
10 Section until after the amount has been approved in writing
11 by the Governor.
12 Section 35. The sum of $5,000,000, or so much thereof as
13 may be necessary, is appropriated from the General Revenue
14 Fund to the Board of Higher Education for distribution as
15 incentive grants to Illinois higher education institutions in
16 the competition for external grants and contracts.
17 Section 40. The sum of $16,143,700, or so much thereof
18 as may be necessary, is appropriated from the General Revenue
19 Fund to the Board of Higher Education for distribution as
20 grants authorized by Section 3 of the Illinois Financial
21 Assistance Act for Nonpublic Institutions of Higher Learning.
22 Section 45. The sum of $3,904,000, or so much thereof as
23 may be necessary, is appropriated from the Education
24 Assistance Fund to the Board of Higher Education for
25 distribution as grants authorized by Section 3 of the
26 Illinois Financial Assistance Act for Nonpublic Institutions
27 of Higher Learning.

25 Section 65. The sum of $2,900,000, or so much thereof as
26 may be necessary, is appropriated from the Higher Education
27 Title II Fund to the Board of Higher Education for grants
28 from funds provided under the Dwight D. Eisenhower
29 Professional Development Program.
30 Section 70. The sum of $3,445,000, or so much thereof as

1 may be necessary, is appropriated from the General Revenue
2 Fund to the Department of Public Health for distribution of
3 medical education scholarships authorized by an Act to
4 provide grants for family practice residency programs and
5 medical student scholarships through the Illinois Department
6 of Public Health.
7 Section 75. The sum of $1,600,000, or so much thereof as
8 may be necessary, is appropriated from the General Revenue
9 Fund to the Board of Higher Education for distribution as
10 grants authorized by the Illinois Consortium for Educational
11 Opportunity Act.
12 Section 80. The sum of $25,000, or so much thereof as
13 may be necessary, is appropriated from the Education
14 Assistance Fund to the Board of Higher Education for the
15 Illinois Occupational Information Coordinating Committee.
16 Section 85. The sum of $1,950,000, or so much thereof as
17 may be necessary, is appropriated from the General Revenue
18 Fund to the Board of Higher Education for distribution as
19 grants for Cooperative Work Study Programs to institutions of
20 higher education.

9 technology infrastructure improvements at Chicago State
10 University. No contract shall be entered into or obligation

14 Section 110. The sum of $441,400, or so much thereof as

19 the Board of Trustees of Eastern Illinois University for

25 Section 115. The sum of $221,800, or so much thereof as
26 may be necessary and remains unexpended at the close of
27 business on June 30, 1998, from an appropriation heretofore
28 made for such purpose in Article 2, Section 115 of Public Act
29 90-10, is reappropriated from the Capital Development Fund to
30 the Board of Trustees of Governors State University for
31 technology infrastructure improvements at Governors State
32 University. No contract shall be entered into or obligation

4 Section 120. The sum of $620,100, or so much thereof as
5 may be necessary and remains unexpended at the close of
6 business on June 30, 1998, from an appropriation heretofore
7 made for such purpose in Article 2, Section 120 of Public Act
8 90-10, is reappropriated from the Capital Development Fund to
9 the Board of Trustees of Illinois State University for
10 technology infrastructure improvements at Illinois State
11 University. No contract shall be entered into or obligation
12 incurred for any expenditures from the appropriation made in
13 this Section until after the purposes and amounts have been
14 approved in writing by the Governor.
15 Section 125. The sum of $324,000, or so much thereof as
16 may be necessary and remains unexpended at the close of
17 business on June 30, 1998, from an appropriation heretofore
18 made for such purpose in Article 2, Section 125 of Public Act
19 90-10, is reappropriated from the Capital Development Fund to
20 the Board of Trustees of Northeastern Illinois University for
21 technology infrastructure improvements at Northeastern
22 Illinois University. No contract shall be entered into or
23 obligation incurred for any expenditures from the
24 appropriation made in this Section until after the purposes
25 and amounts have been approved in writing by the Governor.
26 Section 130. The sum of $649,900, or so much thereof as
27 may be necessary and remains unexpended at the close of
28 business on June 30, 1998, from an appropriation heretofore
29 made for such purpose in Article 2, Section 130 of Public Act
30 90-10, is reappropriated from the Capital Development Fund to
31 the Board of Trustees of Northern Illinois University for

2 University. No contract shall be entered into or obligation
3 incurred for any expenditures from the appropriation made in
4 this Section until after the purposes and amounts have been

6 Section 135. The sum of $424,400, or so much thereof as
7 may be necessary and remains unexpended at the close of
8 business on June 30, 1998, from an appropriation heretofore
9 made for such purpose in Article 2, Section 135 of Public Act
10 90-10, is reappropriated from the Capital Development Fund to
11 the Board of Trustees of Western Illinois University for
12 technology infrastructure improvements at Western Illinois
13 University. No contract shall be entered into or obligation
14 incurred for any expenditures from the appropriation made in
15 this Section until after the purposes and amounts have been
16 approved in writing by the Governor.
17 Section 140. The sum of $1,014,700, or so much thereof
18 as may be necessary and remains unexpended at the close of
19 business on June 30, 1998, from an appropriation heretofore
20 made for such purpose in Article 2, Section 140 of Public Act
21 90-10, is reappropriated from the Capital Development Fund to
22 the Board of Trustees of Southern Illinois University for
23 technology infrastructure improvements at Southern Illinois
24 University. No contract shall be entered into or obligation
25 incurred for any expenditures from the appropriation made in
26 this Section until after the purposes and amounts have been
27 approved in writing by the Governor.
28 Section 145. The sum of $2,148,300, or so much thereof
29 as may be necessary and remains unexpended at the close of
30 business on June 30, 1998, from an appropriation heretofore
31 made for such purpose in Article 2, Section 145 of Public Act

1 90-10, is reappropriated from the Capital Development Fund to
2 the Board of Trustees of the University of Illinois for
3 technology infrastructure improvements at the University of
4 Illinois. No contract shall be entered into or obligation
5 incurred for any expenditures from the appropriation made in
6 this Section until after the purposes and amounts have been
7 approved in writing by the Governor.
8 Section 150. The sum of $8,857,100 or so much thereof as
9 may be necessary and remains unexpended at the close of
10 business on June 30, 1998, from an appropriation heretofore
11 made for such purpose in Article 2, Section 150 of Public Act
12 90-10, is reappropriated from the Capital Development Fund to
13 the Illinois Community College Board for distribution as
14 grants to community colleges for technology infrastructure
15 improvements. No contract shall be entered into or obligation
16 incurred for any expenditures from the appropriation made in
17 this Section until after the purposes and amounts have been
18 approved in writing by the Governor.
19 Section 155. The sum of $201,100, or so much thereof as
20 may be necessary and remains unexpended at the close of
21 business on June 30, 1998, from an appropriation heretofore
22 made for such purpose in Article 2, Section 155 of Public Act
23 90-10, is reappropriated from the Capital Development Fund to
24 the Board of Trustees of Chicago State University for
25 technology infrastructure improvements at Chicago State
26 University. No contract shall be entered into or obligation
27 incurred for any expenditures from the appropriation made in
28 this Section until after the purposes and amounts have been
29 approved in writing by the Governor.
30 Section 160. The sum of $290,100, or so much thereof as
31 may be necessary and remains unexpended at the close of
32 business on June 30, 1998, from an appropriation heretofore

2 90-10, is reappropriated from the Capital Development Fund to
3 the Board of Trustees of Eastern Illinois University for

7 this Section until after the purposes and amounts have been
8 approved in writing by the Governor.
9 Section 165. The sum of $143,600, or so much thereof as
10 may be necessary and remains unexpended at the close of
11 business on June 30, 1998, from an appropriation heretofore
12 made for such purpose in Article 2, Section 165 of Public Act
13 90-10, is reappropriated from the Capital Development Fund to
14 the Board of Trustees of Governors State University for
15 technology infrastructure improvements at Governors State
16 University. No contract shall be entered into or obligation
17 incurred for any expenditures from the appropriation made in
18 this Section until after the purposes and amounts have been
19 approved in writing by the Governor.
20 Section 170. The sum of $403,600, or so much thereof as
21 may be necessary and remains unexpended at the close of
22 business on June 30, 1998, from an appropriation heretofore
23 made for such purpose in Article 2, Section 170 of Public Act
24 90-10, is reappropriated from the Capital Development Fund to
25 the Board of Trustees of Illinois State University for
26 technology infrastructure improvements at Illinois State
27 University. No contract shall be entered into or obligation
28 incurred for any expenditures from the appropriation made in
29 this Section until after the purposes and amounts have been

13 business on June 30, 1998, from an appropriation heretofore
14 made for such purpose in Article 2, Section 180 of Public Act
15 90-10, is reappropriated from the Capital Development Fund to
16 the Board of Trustees of Northern Illinois University for
17 technology infrastructure improvements at Northern Illinois
18 University. No contract shall be entered into or obligation
19 incurred for any expenditures from the appropriation made in

23 may be necessary and remains unexpended at the close of
24 business on June 30, 1998, from an appropriation heretofore
25 made for such purpose in Article 2, Section 185 of Public Act
26 90-10, is reappropriated from the Capital Development Fund to
27 the Board of Trustees of Western Illinois University for
28 technology infrastructure improvements at Western Illinois
29 University. No contract shall be entered into or obligation
30 incurred for any expenditures from the appropriation made in
31 this Section until after the purposes and amounts have been

3 business on June 30, 1998, from an appropriation heretofore
4 made for such purpose in Article 2, Section 190 of Public Act
5 90-10, is reappropriated from the Capital Development Fund to
6 the Board of Trustees of Southern Illinois University for
7 technology infrastructure improvements at Southern Illinois
8 University. No contract shall be entered into or obligation
9 incurred for any expenditures from the appropriation made in
10 this Section until after the purposes and amounts have been
11 approved in writing by the Governor.
12 Section 195. The sum of $1,393,400, or so much thereof
13 as may be necessary and remains unexpended at the close of
14 business on June 30, 1998, from an appropriation heretofore
15 made for such purpose in Article 2, Section 195 of Public Act
16 90-10, is reappropriated from the Capital Development Fund to
17 the Board of Trustees of the University of Illinois for
18 technology infrastructure improvements at the University of
19 Illinois. No contract shall be entered into or obligation
20 incurred for any expenditures from the appropriation made in
21 this Section until after the purposes and amounts have been
22 approved in writing by the Governor.
23 Section 200. The sum of $5,975,800 or so much thereof as
24 may be necessary and remains unexpended at the close of
25 business on June 30, 1998, from an appropriation heretofore
26 made for such purpose in Article 2, Section 200 of Public Act
27 90-10, is reappropriated from the Capital Development Fund to
28 the Illinois Community College Board for distribution as
29 grants to community colleges for technology infrastructure
30 improvements. No contract shall be entered into or obligation
31 incurred for any expenditures from the appropriation made in
32 this Section until after the purposes and amounts have been

2 Section 205. The sum of $297,500, or so much thereof as
3 may be necessary, is appropriated from the General Revenue
4 Fund to the Board of Trustees of Chicago State University for
5 technology infrastructure improvements at Chicago State

7 Section 210. The sum of $465,300, or so much thereof as
8 may be necessary, is appropriated from the General Revenue
9 Fund to the Board of Trustees of Eastern Illinois University
10 for technology infrastructure improvements at Eastern
11 Illinois University.
12 Section 215. The sum of $212,800, or so much thereof as
13 may be necessary, is appropriated from the General Revenue
14 Fund to the Board of Trustees of Governors State University
15 for technology infrastructure improvements at Governors State
16 University.
17 Section 220. The sum of $658,900, or so much thereof as
18 may be necessary, is appropriated from the General Revenue
19 Fund to the Board of Trustees of Illinois State University
20 for technology infrastructure improvements at Illinois State
21 University.
22 Section 225. The sum of $323,300, or so much thereof as
23 may be necessary, is appropriated from the General Revenue
24 Fund to the Board of Trustees of Northeastern Illinois
25 University for technology infrastructure improvements at
26 Northeastern Illinois University.
27 Section 230. The sum of $677,200, or so much thereof as
28 may be necessary, is appropriated from the General Revenue
29 Fund to the Board of Trustees of Northern Illinois University

3 Section 235. The sum of $432,200, or so much thereof as
4 may be necessary, is appropriated from the General Revenue
5 Fund to the Board of Trustees of Western Illinois University

7 Illinois University.
8 Section 240. The sum of $1,058,100, or so much thereof
9 as may be necessary, is appropriated from the General Revenue
10 Fund to the Board of Trustees of Southern Illinois University
11 for technology infrastructure improvements at Southern
12 Illinois University.
13 Section 245. The sum of $2,274,000, or so much thereof
14 as may be necessary, is appropriated from the General Revenue
15 Fund to the Board of Trustees of the University of Illinois
16 for technology infrastructure improvements at the University
17 of Illinois.
18 Section 250. The sum of $8,600,700 or so much thereof as
19 may be necessary, is appropriated from the General Revenue
20 Fund to the Illinois Community College Board for distribution
21 as grants to community colleges for technology infrastructure
22 improvements.
23 Section 255. The sum of $5,000,000, or so much thereof
24 as may be necessary, is appropriated from the General Revenue
25 Fund to the Board of Higher Education for the purpose of
26 making technology grants to public institutions of higher
27 learning for improving and making available state-of-the-art
28 technologies.

1 Section 260. The sum of $11,000,000, or so much thereof
2 as may be necessary, is appropriated from the General Revenue
3 Fund to the Board of Higher Education for the purpose of
4 making technology grants to public and nonpublic institutions
5 of higher learning to enhance connectivity to external
6 networks.
7 Section 265. The following named amount, or so much
8 thereof as may be necessary and remains unexpended at the
9 close of business on June 30, 1998, from a reappropriation
10 heretofore made for such purpose in Article 94, Section 22.3
11 of Public Act 90-10, is reappropriated from the Capital
12 Development Fund to the Board of Trustees of Eastern Illinois
13 University for the project hereinafter enumerated:
