10 ILCS 5/9-25.3 new
Amends the Election Code. Provides that a person who
makes aggregate contributions greater than $1,000 for the
primary election or greater than $1,000 for the general
election to any political committee for a candidate for the
office of Governor, Lieutenant Governor, Attorney General,
Treasurer, Secretary of State, Comptroller, State Senator, or
State Representative is prohibited from entering into,
renewing, or extending any contract with the State of
Illinois for 2 years after the date of the contribution.
Provides that the person's existing contracts, entered into,
renewed, or extended after the effective date of this
amendatory Act of 1998, are void and the contractor shall
return all consideration received from the State regardless
of the services, goods, or other things of value provided
under the contract, which shall be retained by the State.

1 AN ACT to amend the Election Code by adding Section
2 9-25.3.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Election Code is amended by adding
6 Section 9-25.3 as follows:
7 (10 ILCS 5/9-25.3 new)
8 Sec. 9-25.3. Contributions from State contractors.
9 (a) A person who makes aggregate contributions greater
10 than $1,000 for the primary election or greater than $1,000
11 for the general election to any political committee for a
12 candidate for the office of Governor, Lieutenant Governor,
13 Attorney General, Treasurer, Secretary of State, Comptroller,
14 State Senator, or State Representative is subject to this
15 Section. A person who splits contributions or otherwise
16 attempts to manipulate contributions to avoid being subject
17 to this Section is, nevertheless, subject to this Section.
18 (b) A person who is subject to this Section is
19 prohibited from holding any contract with the State of
20 Illinois for 2 years after the date of the contribution that
21 subjects the person to this Section. That person's existing
22 contracts, entered into, renewed, or extended after the
23 effective date of this amendatory Act of 1998, are void and
24 the contractor shall return all consideration received from
25 the State regardless of the services, goods, or other things
26 of value provided to the State under the contract, which
27 shall be retained by the State.
28 (c) In this Section: "primary election" means that
29 period beginning with July 1 of the year after the general
30 election and leading up to and including the date of the next
31 primary election; and "general election" means that period

1 beginning with the day after the primary election and
2 concluding on July 1 of the year after the general election.
3 Section 99. Effective date. This Act takes effect upon
4 becoming law.
