Makes appropriations to the Illinois Student Assistance
Commission. Effective July 1, 1997.

1 AN ACT making appropriations.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The following named amounts, or so much
5 thereof as may be necessary, respectively, are appropriated
6 from the General Revenue Fund to the Illinois Student
7 Assistance Commission for its ordinary and contingent
8 expenses:
9 For Administration
10 For Personal Services......................... $ 2,127,900
11 For Employee Retirement Contributions
12 Paid by Employer............................. 85,000
13 For State Contributions to State
14 Employees Retirement System.................. 107,800
15 For State Contributions to
16 Social Security.............................. 162,200
17 For Contractual Services...................... 1,950,800
18 For Travel.................................... 40,000
19 For Commodities............................... 43,200
20 For Printing.................................. 150,000
21 For Equipment................................. 500
22 For Telecommunications........................ 136,000
23 For Operation of Auto Equipment............... 6,500

25 Section 10. The sum of $135,000, or so much of that
26 amount as may be necessary, is appropriated from the General
27 Revenue Fund to the Illinois Student Assistance Commission
28 for costs associated with administration of the Illinois
29 Higher EdNet, a clearinghouse for post-secondary education
30 financial aid information.

1 Section 15. The sum of $100,000, or so much thereof as
2 may be necessary, is appropriated to the Illinois Student
3 Assistance Commission from the Higher EdNet Fund for costs
4 associated with administration of the Illinois Higher EdNet,
5 a clearinghouse for post-secondary education financial aid
6 information.
7 Section 20. The following named amounts, or so much
8 thereof as may be necessary, respectively, are appropriated
9 from the Education Assistance Fund to the Illinois Student
10 Assistance Commission for its ordinary and contingent
11 expenses:

19 as may be necessary, is appropriated to the Illinois Student
20 Assistance Commission from the General Revenue Fund for
21 payment of grant awards to full-time and part-time students
22 eligible to receive such awards, as provided by law,
23 including up to $2,000,000 for transfer into the Monetary
24 Award Program Reserve Fund.
25 Section 35. The sum of $2,000,000, or so much thereof as
26 may be necessary, is appropriated to the Illinois Student
27 Assistance Commission from the Monetary Award Program Reserve
28 Fund for payment of grant awards to full-time and part-time
29 students eligible to receive such awards, as provided by law.
30 Section 40. The following named amounts, or so much
31 thereof as may be necessary, respectively, are appropriated

1 from the General Revenue Fund to the Illinois Student
2 Assistance Commission for the following purposes:
3 Grants and Scholarships
4 For payment of matching grants to Illinois
5 institutions to supplement scholarship
6 programs, as provided by law................. $1,000,000
7 For the payment of scholarships to students
8 who are children of policemen or firemen
9 killed in the line of duty, or who are
10 dependents of correctional officers killed
11 or permanently disabled in the line of duty,
12 as provided by law........................... 97,900
13 For payment of Illinois National Guard and
14 Naval Militia Scholarships at State-controlled
15 universities and public community colleges
16 in Illinois to students eligible to receive
17 such awards, as provided by law.............. 3,919,700
18 For payment of military Veterans' scholarships
19 at State-controlled universities and at
20 public community colleges for students
21 eligible, as provided by law................. 21,800,000
22 For college savings bond grants to students
23 eligible to receive such awards.............. 440,000
24 For payment of minority teacher scholarships.. 2,100,000
25 For payment of David A. DeBolt Teacher Shortage

27 For payment of Illinois Incentive for Access

30 Section 45. The following named amounts, or so much
31 thereof as may be necessary, respectively, are appropriated
32 from the Education Assistance Fund to the Illinois Student
33 Assistance Commission for the following purposes:

2 For payment of grant awards to full-time and
3 part-time students eligible to receive such
4 awards, as provided by law................... $ 51,910,800
5 For payment of Illinois Incentive for Access
6 grants as provided by law.................... $4,500,000
7 For payment of merit recognition scholarships
8 to undergraduate students under the Merit
9 Recognition Scholarship Program provided for
10 in Section 30 of the Higher Education
11 Student Assistance Act....................... 2,200,000
12 Total $58,610,800
13 Section 50. The following sum, or so much thereof as may
14 be necessary, is appropriated from the Federal State Student
15 Incentive Trust Fund to the Illinois Student Assistance
16 Commission for the following purpose:
17 Grants
18 For payment of grant awards to full-time and
19 part-time students eligible to receive such
20 awards, as provided by law................... $2,700,000
21 Section 55. The sum of $174,200,000, or so much thereof
22 as may be necessary, is appropriated from the Student
23 Assistance Commission Student Loan Fund to the Illinois
24 Student Assistance Commission for distribution when necessary
25 as a result of guarantees of loans that are uncollectable or
26 for payments required under agreements with the United States
27 Secretary of Education.
28 Section 60. The sum of $150,000, or so much of that
29 amount as may be necessary, is appropriated from the Accounts
30 Receivable Fund to the Illinois Student Assistance Commission
31 for costs associated with the collection of delinquent

1 scholarship awards pursuant to the Illinois Collection Act of
2 1986.
3 Section 65. The following named amounts, or so much
4 thereof as may be necessary, respectively, are appropriated
5 from the Federal Student Assistance Scholarship Fund to the
6 Illinois Student Assistance Commission for the following
7 purpose:
8 For payment of Robert C. Byrd
9 Honors Scholarships.......................... $1,750,000
10 Section 70. The sum of $1,000,000, or so much thereof as
11 may be necessary, is appropriated to the Illinois Student
12 Assistance Commission from the University Grant Fund for
13 payment of grants for the Higher Education License Plate
14 Program, as provided by law.
15 Section 99. Effective date. This Act takes effect July
16 1, 1997.
