Amends the Property Tax Code. Provides that property
owned by metropolitan water reclamation districts in counties
with a population greater than 3,000,000 is exempt for
purposes of taxing leased property. Provides that a tax may
be levied upon a lessee of the district's property or upon
any improvements constructed and owned by individuals or
entities different from the district.

1 AN ACT amending the Property Tax Code by adding Section
2 15-143.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Property Tax Code is amended by adding
6 Section 15-143 as follows:
7 (35 ILCS 200/15-143 new)
8 Sec. 15-143. Metropolitan Water Reclamation Districts in
9 counties with a population greater than 3,000,000. All
10 property belonging to metropolitan water reclamation
11 districts in counties with a population greater than
12 3,000,000 is exempt for the purposes of Section 9-195. A tax
13 may be levied upon a lessee of such a water reclamation
14 district's property by reason of the value of a leasehold
15 estate separate and apart from the fee and upon any
16 improvements that are constructed and owned by individuals or
17 entities different from the metropolitan water reclamation
18 district, as provided in Section 9-195.
