1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives wish to congratulate David S. Anderson of
4 Normal, Illinois, on his retirement; and
5 WHEREAS, In 1961 David S. Anderson began his thirty-seven
6 year career in local government when he was appointed
7 Assistant Recreation Superintendent in Iowa City, Iowa; in
8 1965 he became Parks and Recreation Director for the Town of
9 Normal, Illinois; Mr. Anderson was appointed City
10 Administrator for Normal in September of 1969; in April of
11 1970 he became Normal's first City Manager when the
12 Council-Manager form of government was adopted; Mr. Anderson
13 has held that position for twenty-eight years; and
14 WHEREAS, Beginning in July of 1975, Mr. Anderson served
15 as "Metro-Manager" for both Bloomington and Normal; for the
16 next eighteen months Mr. Anderson acted as City Manager for
17 both towns in the experimental program; and
18 WHEREAS, During his time with the Town of Normal Mr.
19 Anderson has served under five mayors and twenty-two city
20 council members; he has attended an estimated seven hundred
21 city council meetings, six hundred and fifty planning and
22 zoning board meetings, and four thousand staff meetings; and
23 WHEREAS, Mr. Anderson has actively participated in both
24 the International City/Council Management Association (ICMA)
25 and the Illinois City/Council Management Association; Mr.
26 Anderson was recognized by ICMA in 1989 with a Program
27 Excellence Award for Intergovernmental Relations; and
28 WHEREAS, Mr. Anderson has been at the forefront of
29 noteworthy projects in the community including: the creation
30 of the Enterprise Zone and the move into the community by
31 Mitsubishi Motor Manufacturing plant, the annexation and

1 development of Ironwood Subdivision and golf course, the
2 joint development of Maxwell Park, and a one hundred and
3 twenty-five acre school and park site with Unit 5 school
4 district; and
5 WHEREAS, Throughout his years with the Town of Normal,
6 David S. Anderson has maintained a positive relationship with
7 the people of the community, business leaders, Illinois State
8 University, and elected officials to help make Normal a great
9 community and part of the State of Illinois; therefore, be it
10 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
12 congratulate David S. Anderson on his retirement, and we
13 commend him on his hard work and dedication to the Town of
14 Normal; and be it further
15 RESOLVED, That a suitable copy of this resolution be
16 presented to David S. Anderson, along with our sincere
17 regards.
