1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives wish to honor Sidney R. Yates, Member of
4 Congress from the Ninth Congressional District of Illinois,
5 for his many years of service to the people of the State of
6 Illinois; and
7 WHEREAS, Sidney R. Yates, the oldest and longest-serving
8 Congressman, is retiring after his twenty-fourth term in
9 Congress; and
10 WHEREAS, Sidney R. Yates was born in Chicago, Illinois,
11 and educated in the Chicago public schools; he graduated from
12 the University of Illinois and the University of Chicago Law
13 School; during World War II, he served in the United States
14 Navy; and
15 WHEREAS, Congressman Yates is a member of the House
16 Appropriations Committee and is Ranking Member of the
17 Subcommittee for the Department of Interior and Related
18 Agencies, which provides regular annual appropriations for
19 the Department of the Interior, the United States Forest
20 Service, the Department of Energy, the Smithsonian
21 Institution, and the National Endowments for the Arts and the
22 Humanities; under the leadership of Mr. Yates close to $3.5
23 billion has been appropriated to American arts organizations
24 and artists; and
25 WHEREAS, Congressman Yates serves on the Foreign
26 Operations Subcommittee; he is one of ten congressional
27 representatives on the United States Holocaust Memorial
28 Council, and was a driving force in its creation; as a Member
29 of Congress, Sidney R. Yates helped save the United States
30 atomic submarine program in the 1950s and stopped Interior
31 Secretary James Watt's effort to give away public lands to
32 private interests in the 1980s; and

1 WHEREAS, Sidney R. Yates was first elected to the United
2 States House of Representatives in 1948 and served successive
3 terms through the 87th Congress; in 1963 Mr. Yates was
4 appointed by President Kennedy as Ambassador to the United
5 Nations on the Trusteeship Council, a position he held until
6 September of 1964; Upon resigning his ambassadorship he
7 became the Democratic candidate for the Congress for the
8 Ninth District; he was reelected to Congress in November of
9 1964, and has been reelected every two years since that time;
10 and
11 WHEREAS, Sidney Yates resides in Chicago with his wife,
12 Adeline; his son, Stephen, is a Judge in the Circuit Court of
13 Cook County; therefore, be it
14 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
16 thank Congressman Sidney R. Yates for his hard work and
17 dedication to the people of the State of Illinois; through
18 his efforts the National Endowments for the Arts and the
19 Humanities and the United States Holocaust Memorial have both
20 benefitted greatly; and be it further
21 RESOLVED, That a suitable copy of this resolution be
22 presented to United States Representative Sidney R. Yates of
23 the Ninth Congressional District.
