1 HOUSE RESOLUTION
2 WHEREAS, There are groups and individuals dedicated to
3 providing for the needs of the citizens of Illinois; and
4 WHEREAS, One dedicated group is the Illinois Ventures for
5 Community Action; Illinois Ventures for Community Action
6 (I.V.C.A.) oversees several different projects, but the main
7 thrust is the war against poverty; and
8 WHEREAS, One dedicated individual in I.V.C.A. is Russell
9 Rose; Mr. Rose is the President of I.V.C.A., as well as a
10 part of several other community organizations within the
11 State; and
12 WHEREAS, Russell Rose has worked a farm for many years;
13 as a farmer he knows how hard it is to make ends meet, and
14 has seen the struggle that many people must go through in
15 their daily lives; Mr. Rose is the Executive Director of
16 BCMW, a community action agency in Centralia, Illinois that
17 works within Bond, Clinton, Marion, and Washington Counties
18 to help people in need; Mr. Rose is a member of the Board of
19 Directors of the Illinois Community Action Association, and
20 Secretary of Employee Benefit Trust; and
21 WHEREAS, Russell Rose serves within his community; from
22 being President of the Kinmundy Lions Club to working as a
23 Little League Manager for twelve years, he has committed
24 himself to hard work for his neighbors, family, and friends;
25 Mr. Rose has served as Vice President of Kinmundy School
26 Board and Vice President of SDA 23 Pick Council; and
27 WHEREAS, Russell Rose was born in Marion County on June
28 28, 1933, to Claude and Elsie Rose; on February 8, 1951
29 Russell married Louise Branch; to this wonderful union five
30 children were born; Diane, Deborah, Lori, Randy, and Rodney;

1 WHEREAS, On this day, Saturday, July 19, 1997, the
2 Springfield Blueprint Building will be honored with a new
3 name: the Russell Rose Building; the members of I.V.C.A. are
4 honoring Mr. Rose because they appreciate him; he has set an
5 example by his hard work, his dedication, and his commitment
6 to people; therefore, be it
7 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
9 honor Russell Rose on this day, and we also appreciate the
10 example set by him, and wish him continued health and
11 happiness in the days ahead; and be it further
12 RESOLVED, That a suitable copy of this resolution be
13 presented to Russell Rose.
