1 HOUSE JOINT RESOLUTION
2 WHEREAS, The members of the Illinois General Assembly
3 were saddened to learn of the death of Vernon A. Laubenstein
4 on Tuesday, July 15, 1997; and
5 WHEREAS, He was born in Fredonia, Wisconsin on March 17,
6 1933 and would later earn a master's degree from Indiana
7 University with magna cum laude distinction; and
8 WHEREAS, Mr. Laubenstein served as a 1st Lieutenant in
9 the United States Army Medical Services Corps and in the Army
10 Medical Service School at Fort Sam Houston, Texas; and
11 WHEREAS, Vernon Laubenstein's professional career with
12 Kemper Group - Long Grove spanned 30 years and, after 1987,
13 he held the posts of Management Operations Analyst and Public
14 Service Administrator for the Bureau of Benefits of the
15 Department of Central Management Services; and
16 WHEREAS, He contributed many years of public service as
17 the Schaumburg Township Supervisor, having been elected to 6
18 consecutive 4-year terms by the people of that township; in
19 addition, he served as Past President, Supervisor's Division,
20 and member of the Board of Directors of Township Officials of
21 Illinois, as a member and past Finance Chairman of the
22 Northwest Municipal Conference, and as past Chairman of the
23 Northern Illinois Legal Defense Executive Committee; and
24 WHEREAS, His community activities included serving as a
25 Charter Member, member of the Board of Directors, and Past
26 President of the Twinbrook YMCA, as a member of the
27 Paratransit Resources Center Board of Directors, as a Charter
28 Member of Christ the King Lutheran Church, and as a member of
29 the Schaumburg Sister Cities Association; and
30 WHEREAS, Mr. Laubenstein was presented the Twinbrook
31 Award and the Friend of Mental Health Award; and

1 WHEREAS, His passing will be deeply felt by his family
2 and friends, especially his wife, Barbara; his children,
3 Katherine Harvey and Jeffrey, Scott, Elizabeth, and Suzanne
4 Laubenstein; his daughters-in-law, Jill and Mary Beth
5 Laubenstein; his son-in-law, Edward Harvey; his brother,
6 Victor; his sisters, Erna Boutler, Ruth Koop, and Edna
7 Scholz; and his grandchildren, Timothy Laubenstein and
8 Kaelin, Egan, Blaine and Aiden Harvey; therefore, be it
9 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
11 SENATE CONCURRING HEREIN, that we note with sorrow and regret
12 the death of Vernon A. Laubenstein and extend our sincere
13 condolences to his family and friends; and be it further
14 RESOLVED, That a suitable copy of this resolution be
15 presented to the family of Vernon A. Laubenstein.
