(415 ILCS 120/36) (This Section may contain text from a Public Act with a delayed effective date) Sec. 36. Electric vehicle and charging financial assistance. (a) Beginning January 1, 2029, the Agency shall administer grants and other forms of financial assistance to support the electrification of the transportation sector, including electric passenger vehicles, electric school buses and electric transit buses, electric medium-duty and heavy-duty trucks, and electric vehicle charging infrastructure. The Agency shall also implement customer education and outreach programs that increase awareness of the programs for and the benefits of transportation electrification. The programs under this Section shall be developed and implemented pursuant to the goals outlined in Section 45 of the Electric Vehicle Act. (b) No later than March 1, 2028, and every 3 years thereafter, the Agency shall publish a draft Transportation Electrification Plan that specifies the proposed programs and allocation of funds for the following 3 calendar years. The Agency shall solicit public comments on the design of the Plan and the funding allocations and shall incorporate any public comments into the final Plan. The Plan shall take into consideration lessons learned from the implementation of utility Beneficial Electrification Plans under the Electric Vehicle Act. Within 180 days after the publication of the draft Plan, the Agency shall publish a final Plan. (c) The Agency shall have broad authority to provide grants and other forms of financial assistance to public and private entities under this Section pursuant to the Grant Accountability and Transparency Act. Awardees under this Section shall comply with the requirements of the Prevailing Wage Act for charging station installations. The Agency may provide additional incentives for projects located in eligible communities. (d) Funds shall be made available from the Electric Vehicle and Charging Fund to the Agency pursuant to subsection (c). The annual budget for Agency-administered transportation electrification programs shall be equivalent to the annual budget of programs administered by utilities under the Electric Vehicle Act for the years 2026 through 2028.
